Today, the first legislative session of the TVK government began. The proposals and policies of the TVK government mentioned in the Governor’s address are currently being debated. In this situation, CPM Shanmugam has posted a statement on his X page, saying, “The Communist Party of India (Marxist) welcomes the Governor’s address in the Tamil Nadu Legislative Assembly.” In it, he said, “The Governor’s address has to be seen as an exposition of the policies of the newly elected TVK government. The Communist Party of India (Marxist) welcomes the announcements that a resolution will be passed in the Assembly to ensure the rightful financial share for Tamil Nadu from the Union government, along with the formation of a special committee comprising legal experts; measures to bring diverted revenue properly into the government treasury; ensuring fair and profitable prices for agricultural produce; a drug-free Tamil Nadu; and transparency in administration.”
In general, it is a welcome development that it has announced that attention will be paid to secularism, state rights, the welfare of socially oppressed sections, industrial growth, education, and language policy. At the same time, caste-based reservation as the fundamental policy of the TVK government is unacceptable. It would call into question the very basis of social justice and reservation.
The announcement that the government will take emergency measures to fill the long-vacant assistant professor and teacher posts is a welcome development. At the same time, the government should come forward to fill the vacant posts in schools, colleges, and universities as well. Moreover, it is disappointing that there is no mention of the measures to be taken to regularize the services of teachers who have been working for a long time under various names and at different pay scales without permanency, and to provide employment to those who have passed the teacher education examination. The Marxist Communist Party insists that when measures are taken to fill vacancies, they must also include this section of people.
It has been stated that a new industrial policy will be formulated, taking future needs into account along with the existing industrial policies. As a precursor to this, we insist that a white paper be released on the concessions provided by the government to industries in order to attract investments, which the Marxist Communist Party has been emphasizing for a long time.
It is welcome that steps will be taken to fill the existing vacancies in government departments. With lakhs of posts lying vacant, the Governor’s address stating that the dreams of thousands of young people of securing government jobs will come true raises doubts about whether all vacancies will indeed be filled. Therefore, we urge that the financial statement should announce measures to fill all vacant posts and also regularize the services of those currently working on daily wages, contract wages, and through outsourcing agencies in permanent posts. Similarly, the government should come forward to regularize nurses and sanitation workers as well.
Furthermore, considering the long-standing shortage of staff in public sector organizations such as electricity and transport, appropriate announcements should be made in the budget to fill the vacant posts there as well.
It is welcome that steps will be taken to improve the administration of the Hindu Religious and Charitable Endowments Department. At the same time, the Tamil Nadu government should give an appropriate explanation for the statement that all temple properties will be used only for their sacred purposes and that this government will ensure it. Temples are administered only with the people’s offerings and government assistance.
Many educational institutions are currently functioning on behalf of temples. Since many people have already expressed differing views on this matter, it is essential to explicitly state that purposes such as education also form part of the sacred purpose. In addition, appropriate measures should be taken to protect the interests of those residing on temple lands and those cultivating them. We also urge this government to pay due attention to maintaining law and order, granting permission for democratic movements, and preventing atrocities against Scheduled Caste people.
