Sai Kumar IAS was appointed as the Chief Secretary of the Tamil Nadu government on April 8. Since the model code of conduct was in force at the time, the Election Commission replaced the then Chief Secretary Muruganandam IAS and appointed Sai Kumar as Chief Secretary.
Decision on extension of service
After the election, once the TVK government led by Chief Minister Vijay was formed, many IAS officers ranging from junior to senior ranks who had served in the previous government were transferred. Even though a new DGP had also been appointed, the Chief Secretary, Sai Kumar IAS, was the only one not transferred. Usually, when a new government takes office, the Chief Secretary is transferred first, and only then does the government carry out the transfers of other officials through the Chief Secretary. But after the TVK government was formed, this practice did not continue.
In this situation, with Chief Secretary Sai Kumar, IAS, set to retire on August 31, the Tamil Nadu government has decided to extend his tenure. The Tamil Nadu government has written to the Central government regarding this, and the Central government must take the final decision on this in accordance with the All India Services rules.
Even then, after retirement, they will first be given a 3-month extension, and then another 3-month extension will be granted. The Central Government will decide all of this based on the officers’ service merit. Although a retired IAS officer continuing in government service is called an extension of service, according to government records it is referred to as re-employment.
Changed procedure
Usually, the decision to grant an IAS officer an extension of service is taken by the state government a week before that particular officer’s retirement date. However, with two and a half months still left for Sai Kumar IAS to retire, senior IAS officers holding additional chief secretary charge are discussing within the Secretariat why such a need arose.
During the previous DMK regime, the appointment of the DGP was delayed and an acting DGP was appointed. Today’s Chief Minister and Tamilaga Vettri Kazhagam leader Joseph Vijay, who had criticized the DMK saying, “That is the reason for law and order problems and crimes against women and children,” is now facing questions over why Sai Kumar IAS should be given an extension when several IAS officers are qualified for the post of Additional Chief Secretary.
Chief Secretary Sai Kumar, I.A.S., has served as District Collector in Madurai district, Dharmapuri district, and Virudhunagar district. He has held important positions including Chairman and Managing Director of the Tamil Nadu Electricity Board, Chairman of the Tamil Nadu Industrial Investment Corporation, Commissioner of Municipal Administration, Chairman and Managing Director of the Tamil Nadu Newsprint and Papers Limited, and Secretary of the Public Works Department. It is noteworthy that during the AIADMK regime, when Edappadi Palaniswami was Chief Minister, he also served as his Principal Secretary - 1.

பணி நீட்டிப்பு முடிவு
தேர்தலுக்குப் பின்பு முதல்வர் விஜய் தலைமையிலான தவெக அரசு அமைந்த பின்பு கடந்தகால அரசில் பதவி வகித்த ஜூனியர் முதல் சீனியர்கள் வரையிலான பல ஐ.ஏ.எஸ் அதிகாரிகள் பணியிட மாற்றம் செய்யப்பட்டனர். புதிய டி.ஜி.பி-யும் நியமிக்கப்பட்டிருந்த நிலையில், தலைமைச் செயலாளரான சாய்குமார் ஐ.ஏ.எஸ் மட்டும் மாற்றம் செய்யப்படவில்லை. வழக்கமாக ஒரு புதிய அரசு அமையும்போது முதலில் தலைமைச் செயலாளர் மாற்றப்பட்ட பின்புதான், பிற அதிகாரிகளின் மாற்றங்களை தலைமைச் செயலாளரை வைத்து அரசு மேற்கொள்ளும். ஆனால் தவெக அரசு அமைந்த பின்பு இந்த நடைமுறை தொடரவில்லை.
இந்நிலையில் தான் தலைமைச் செயலாளர் சாய்குமார் ஐ.ஏ.எஸ் ஆக்ஸ்ட் 31-ம் தேதியுடன் ஓய்வு பெற உள்ள நிலையில், அவரை பணி நீட்டிக்க தவெக அரசு முடிவு செய்துள்ளது. இது தொடர்பாக மத்திய அரசிற்கு தமிழ்நாடு அரசு கடிதம் எழுதியுள்ள நிலையில், இது குறித்த இறுதி முடிவை மத்திய அரசு அகில இந்திய சேவை விதிகளின்படி எடுக்க வேண்டும்.
அப்படியே எடுத்தாலும் பணி ஓய்விற்கு பின் 3 மாதங்கள் முதலில் நீட்டிப்பு செய்யப்படுவார்கள் அதன்பின் மேலும் 3 மாத காலம் நீட்டிப்பு வழங்கப்படும். இவை அனைத்தும் அந்த அதிகாரிகளின் பணி நன்மதிப்பை பொருத்தே மத்திய அரசு முடிவெடுக்கும். ஒரு ஓய்வு பெற்ற ஐ.ஏ.எஸ் அதிகாரி தொடர்ந்து அரசுப் பணியில் இருப்பது பணி நீட்டிப்பு என்று சொல்லப்பட்டாலும், அரசு பதிவுகளின் படி அதனை மறுநியமனம் (Re-employment) என்று சொல்வார்கள்.
மாறிய நடைமுறை
வழக்கமாக ஒரு ஐ.ஏ.எஸ் அதிகாரிக்கு பணி நீட்டிப்பு வழங்கும் முடிவினை, மாநில அரசுக்கு அந்தக் குறிப்பிட்ட அதிகாரி ஓய்வு பெறும் நாளிலிருந்து ஒரு வாரத்திற்கு முன்பே எடுக்கும், ஆனால் சாய்குமார் ஐ.ஏ.எஸ் ஓய்வு பெற இன்னும் இரண்டரை மாதங்கள் உள்ள நிலையில், அதற்கான தேவை ஏன் எழுந்தது என்று கூடுதல் தலைமைச் செயலாளர் பொறுப்பில் உள்ள மூத்த ஐ.ஏ.எஸ் அதிகாரிகள் தலைமைச் செயலகத்திற்குள் பேசிக் கொள்கின்றனர்.

தலைமைச் செயலாளர் சாய்குமார் ஐ.ஏ.எஸ்., மதுரை மாவட்டம், தர்மபுரி மாவட்டம், விருதுநகர் மாவட்டம் ஆகிய இடங்களில் மாவட்ட ஆட்சியராகப் பணியாற்றியவர். தமிழ்நாடு மின்சார வாரிய தலைவர் மற்றும் மேலாண்மை இயக்குநர், தமிழ்நாடு தொழில் முதலீட்டுக் கழகத்தின் தலைவர், நகராட்சி நிர்வாக ஆணையர், தமிழ்நாடு செய்தித்தாள் மற்றும் காகித நிறுவனத்தின் தலைவர் மற்றும் நிர்வாக இயக்குநர், பொதுப்பணித்துறை செயலாளர் உள்ளிட்ட முக்கிய பதவிகளை வகித்துள்ளார். அதிமுக ஆட்சிக் காலத்தில் எடப்பாடி பழனிசாமி முதல்வராக இருந்தபோது அவரின் முதன்மைச் செயலாளர் – 1 ஆகவும் பணியில் இருந்தவர் என்பது குறிப்பிடத்தக்கது.
