Yesterday (June 17), a memorandum of understanding was signed between Iran and the United States.

1. Through this agreement, the United States, Iran, and their allies are committed to immediately ending the war on all fronts, including Lebanon, and to protecting Lebanon’s sovereignty by refraining from further involvement in the conflict.
2. The United States and Iran agree to mutually respect each other’s national borders and sovereignty; under no circumstances should they interfere in the internal affairs of the other country.
3. The two countries must conclude the final agreement through negotiations within the next 60 days. If necessary, this period may be extended with the mutual consent of both sides.
4. After the agreement, the United States will lift its naval blockade within 30 days. In the meantime, shipping will continue. Within 30 days of the agreement’s conclusion, U.S. forces will withdraw from the border.
5. Iran will facilitate the safe passage of commercial ships in the Persian Gulf without charges for 60 days. In addition, Iran will negotiate with Oman, in accordance with international rules, regarding the administration of the Strait of Hormuz.
6. The United States will develop a joint project worth $300 billion for Iran’s economic growth. The procedures for this will be finalized within 60 days, and the United States will grant the necessary financial transaction approvals.
7. All unilateral sanctions imposed by the UN and the United States will be lifted under the final agreement. Since the issue of lifting these sanctions is extremely important, both countries agree to hold immediate negotiations.
8. Iran will not produce nuclear weapons. It will dilute its enriched materials under UN (IAEA) supervision. A satisfactory framework regarding Iran’s nuclear energy needs will be negotiated and decided in the final agreement.
9. Until the final agreement is reached, the current status quo will continue. Iran will keep its nuclear program at its present level; the United States will not impose new sanctions or station additional troops in the region.
10. Immediately after the agreement is signed, the U.S. Treasury Department will issue temporary relief licenses for the export of Iranian crude oil and petroleum products, as well as for the banking and insurance services related to them.
11. The United States will immediately release Iran’s frozen funds. The United States will fully provide all permissions necessary to transfer these funds without any hindrance to the beneficiary designated by Iran’s central bank.
12. A joint monitoring mechanism will be established to monitor whether both countries are properly implementing this temporary memorandum of understanding and the final agreement to come in the future.
13. Only after the specific key provisions of this agreement (1, 4, 5, 10, 11) have begun to be fully implemented will the two countries begin negotiations on a final agreement regarding the remaining issues.
14. The final agreement that the two countries will negotiate and conclude will be approved through a binding official resolution of the United Nations Security Council (UNSC), so that it is legally valid at the international level.
