The Tamil Nadu government has planned to implement the revamped V P G Ram G scheme, a restructured version of the Mahatma Gandhi Rural Employment Scheme, from July 1.

The Union government had already announced that the V P G Ram G scheme, introduced as a replacement for the Mahatma Gandhi National Rural Employment Guarantee Scheme, will come into effect from July 1.
The Union government has allocated Rs 95,000 crore as interim funding for this scheme. Of this, Rs 7,500 crore has been allocated to Tamil Nadu.
In this situation, it has been reported that the Tamil Nadu government has decided to implement this scheme in Tamil Nadu.
Accordingly, taking into account the financial requirements and the need to continue implementing the scheme, it has been reported that the Tamil Nadu government has decided to implement the V P G Ramji scheme in Tamil Nadu.
Accordingly, since the funding-sharing percentage for this scheme has been revised, the Tamil Nadu government is now required to provide an additional Rs. 5,000 crore in funds.
Under the Mahatma Gandhi Rural Employment Scheme, the central government had been fully funding this program. However, under the V.P. G. Ramji scheme, the program was modified so that the Union government and state governments (including Union Territories) would share the funding in a 60:40 ratio. Although the new law increased the number of workdays from 100 to 125, a resolution was passed in the Legislative Assembly during the previous DMK regime opposing this law on the grounds that it would increase the state's financial burden.
In this situation, Congress MP Manickam Tagore has criticized that the central BJP government's bias toward Tamil Nadu is increasing day by day. Sharing his views on his X website, he said,
``The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is an important program that safeguards the livelihoods of poor and middle-class people in rural areas. However, it is painful that Tamil Nadu continues to be neglected even in this scheme. The Central Government, which allocated ₹9,743 crore to Tamil Nadu in 2022–23, has reduced the allocation in subsequent years and has allocated only ₹7,585 crore in 2025–26. That is, he has stated that there has been a reduction of more than ₹2,000 crore over three years.
As if that were not enough, another injustice has been imposed on Tamil Nadu through the new VB-GRAM law. It has been stated that a new condition has been imposed requiring Tamil Nadu to contribute ₹5,056 crore from its own funds in order to use the ₹7,585 crore provided by the Central government. Until now, the state government had contributed only about ₹1,000 crore to this scheme, and now an additional burden of more than ₹4,000 crore has been placed on Tamil Nadu’s shoulders.

நிதி தேவையை கருத்தில் கொண்டு இந்த திட்டத்தை செயல்படுத்த தமிழ்நாடு அரசு முடிவு எடுத்துள்ளதாக தெரிகிறது.
மகாத்மா காந்தி தேசிய ஊரக வேலைவாய்ப்பு உத்தரவாத திட்டத்துக்கு மாற்றாக கொண்டு வரப்பட்ட விபி ஜி ராம் ஜி திட்டம் ஜூலை 1ம் தேதி முதல் அமலுக்கு வரும் என ஒன்றிய அரசு ஏற்கனவே அறிவித்துள்ளது.
இந்த திட்டத்திற்கு 95 ஆயிரம் கோடி ரூபாயை இடைக்கால நிதியாக ஒன்றிய அரசு ஒதுக்கீடு செய்துள்ளது. இதில், தமிழ்நாட்டிற்கு 7500 கோடி நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.

இதன்படி நிதி தேவையை கருத்தில் கொண்டும் திட்டத்தை தொடர்ந்து செயல்படுத்த வேண்டும் என்பதை அடிப்படையாக க் கொண்டும் வி பி ஜி ராம்ஜி திட்டத்தை தமிழகத்தில் செயல்படுத்த தமிழ்நாடு அரசு முடிவு செய்துள்ளதாக தகவல் வெளியாகி உள்ளது.
இதன்படி இந்த திட்டத்திற்கான நிதிப்பகிரவு சதவீதம் மாற்றியமைக்கப்பட்டதால் தமிழ்நாடு அரசு கூடுதலாக 5,000 கோடி ரூபாய் நிதியை அளிக்க வேண்டிய நிலை ஏற்பட்டுள்ளது.
மகாத்மா காந்தி ஊரக வேலைவாய்ப்பு திட்டத்தின் படி மத்திய அரசே முழுமையாக இதற்கான நிதியை அளித்த வந்த நிலையில், விபி ஜி ராம் ஜி திட்டத்தின் படி, ஒன்றிய அரசும் மாநில அரசுகளும் (யூனியன் பிரதேசங்கள் உட்பட) 60:40 என்ற விகிதத்தில் நிதி பகிர்வை மேற்கொள்ளும் வகையில் திட்டம் மாற்றியமைக்கப்பட்டது. புதிய சட்டத்தின்படி வேலை நாட்கள் 100-இல் இருந்து 125 ஆக அதிகரிக்கப்பட்டாலும் மாநிலத்தின் நிதிச்சுமை அதிகரிக்கும் என்று கடந்த திமுக ஆட்சி காலத்தில் இந்த சட்டத்திற்கு எதிர்ப்பு தெரிவித்து சட்டப்பேரவையில் தீர்மானம் நிறைவேற்றப்பட்டது.
இந்நிலையில் தமிழ்நாட்டின் மீது மத்திய பாஜக அரசின் பாரபட்சம் நாளுக்கு நாள் அதிகரித்துக் கொண்டே செல்வதாக காங்கிரஸ் எம்.பி மாணிக்கம் தாகூர் விமர்சித்துள்ளார். தனது எக்ஸ் வலைத்தளத்தில் கருத்துகளை பகிர்ந்து கொண்ட அவர்,
“மகாத்மா காந்தி தேசிய ஊரக வேலை உறுதித் திட்டம் (MGNREGS) என்பது கிராமப்புற ஏழை மற்றும் நடுத்தர மக்களின் வாழ்வாதாரத்தை பாதுகாக்கும் முக்கிய திட்டமாகும். ஆனால் இந்தத் திட்டத்தில்கூட தமிழ்நாடு தொடர்ந்து புறக்கணிக்கப்படுவது வேதனைக்குரியது என்றும் 2022–23 ஆம் ஆண்டில் தமிழ்நாட்டிற்கு ₹9,743 கோடி வழங்கிய மத்திய அரசு, அடுத்தடுத்த ஆண்டுகளில் ஒதுக்கீட்டைக் குறைத்து, 2025–26 ஆம் ஆண்டில் வெறும் ₹7,585 கோடி மட்டுமே ஒதுக்கியுள்ளது. அதாவது மூன்று ஆண்டுகளில் ₹2,000 கோடிக்கும் அதிகமான குறைப்பு ஏற்பட்டுள்ளதாக தெரிவித்துள்ளார்.
இது போதாதென்று புதிய VB-GRAM சட்டத்தின் மூலம் மேலும் ஒரு அநீதியை தமிழ்நாட்டின் மீது திணித்துள்ளது. மத்திய அரசு வழங்கும் ₹7,585 கோடியைப் பயன்படுத்தவே தமிழ்நாடு தனது சொந்த நிதியில் இருந்து ₹5,056 கோடி பங்களிக்க வேண்டும் என்ற புதிய நிபந்தனை விதிக்கப்பட்டுள்ளதாகவும் இதுவரை இந்தத் திட்டத்திற்கு மாநில அரசு சுமார் ₹1,000 கோடி மட்டுமே பங்களித்து வந்த நிலையில், இப்போது கூடுதலாக ₹4,000 கோடிக்கும் மேற்பட்ட சுமை தமிழ்நாட்டின் தோள்களில் ஏற்றப்பட்டுள்ளது.
தமிழ்நாடு நாட்டிற்கு அதிக வரி செலுத்தும் மாநிலங்களில் ஒன்றாக இருக்கிறது. ஆனால் தமிழ்நாட்டின் வரிப்பணத்தை வாங்கிக் கொண்டு, திரும்ப வழங்க வேண்டிய நிதியைக் குறைத்து, அதற்கும் மாநிலத்திடமே அதிக பங்களிப்பு கோருவது எந்த வகையான கூட்டாட்சித் தத்துவம் என்று மாணிக்கம் தாகூர் கேள்வி எழுப்பியுள்ளார்.
