There has been ongoing discussion and criticism regarding the DMK alliance parties that switched sides after the assembly election. The parties facing criticism have been offering explanations in response. In that vein, CPM leader Shanmugam has published a long article on his X page.
The new political climate and the Marxist Communist Party’s position!
The Marxist Communist Party adopted the position of extending outside support for the Tamilaga Vettri Kazhagam to form the government. Following this, people associated with the DMK, as well as DMK-supporting intellectuals on social media, have been launching severe criticism and attacks against the Marxist Communist Party. The assembly election results and the Governor’s stance show that in the recently concluded assembly election, no party or alliance secured an absolute majority to form the government.
Having won in 108 constituencies, TVK attained the status of a single largest party. In the absence of an absolute majority, the Governor should have invited TVK to form the government as the party that won the most seats. However, he said that 118 seats are needed to prove an absolute majority, and that an invitation to form the government can be extended only if support letters corresponding to that number are submitted.
For this, the explanation given by the Governor’s side was: “They submitted a letter stating 113 seats, with TVK 108 and Congress 5. How can they be invited to form the government after they themselves clearly said it is only the support of 113 MLAs? They did not claim it as the single largest party.” But we know that the Supreme Court has firmly stated that a majority must be proved in the Legislative Assembly, not in the Governor’s residence.
The three options before the CPI(M):
In such a situation, the CPI(M) had three options before it.
1. To support TVK, since it had submitted a letter seeking support to form the government.
2. To support the AIADMK in forming a government with the backing of the DMK.
3. If no one proves a majority and forms a government, President’s Rule would be imposed. Otherwise, face another election.
Apart from the above, there were no other options. The state committee of the Marxist Communist Party discussed all the above points.
Why should President’s Rule not be allowed?
No party is prepared to face another legislative assembly election immediately. Whether to allow an election or not is also entirely in the hands of the BJP-led Union government. If an opportunity arises for them to govern directly through the Governor, they will certainly not let it slip away. In the recently concluded legislative assembly election, the objective of the DMK-led Secular Progressive Alliance, and the very important objective of the Communist Party of India (Marxist), was to defeat the BJP-AIADMK alliance. Paving the way for President’s Rule would go against the above political position. Then, even if an election is held, it would be conducted under the control of the BJP government at the Centre. Therefore, we decided that under no circumstances should President’s Rule be allowed.
The verdict given by the people and the decision of the leftists:
By winning 108 seats in this election, TVK has attained the status of a single largest party. Legally too, the first opportunity belongs to this party. Nearly 17.2 million voters have cast their votes. This was for a “change of government” — that is, people voted for a government other than DMK or AIADMK. Therefore, the two left parties decided to extend outside support to help TVK form the government. The situation is such that whoever forms the government cannot do so without the support of the Left. So the party approached this with the concern that this very important responsibility must be carried out properly.
Rejection of the “AIADMK-DMK alliance” idea:
Supporting the AIADMK to form the government, and the idea that the DMK should support it and that the Left parties should also extend support to it, is blatant opportunism. The central issue of this election was precisely that the BJP-AIADMK alliance must be defeated. And the people have defeated them. In particular, the BJP has suffered a crushing defeat, getting fewer than a thousand votes in one constituency and seeing its vote share fall sharply. The AIADMK has also been defeated, winning only 47 seats. What else can it be but blatant opportunism to install a defeated alliance in power?
Therefore, the Marxist Party rejected the idea of forming a government with the support of the AIADMK-DMK alliance. That idea was put forward on the grounds that Dravidian parties should continue to rule. We remind them that these are the same people who have said many times that the AIADMK cannot be placed on the scale of a Dravidian party. What is the purpose of the above view? Apart from ensuring that no one other than Dravidian parties is allowed to govern in Tamil Nadu, what other interest of Tamil Nadu does this serve? Even if a situation arises in which Left parties form the government, there is no doubt that the DMK and AIADMK would take the same position.
By supporting the formation of a TVK government,
1. We have prevented the imposition of President’s Rule.
2. We have prevented the mistake of an AIADMK coalition government with the support of the DMK from happening.
The fervor of the youth and social media criticism:
The younger generation today, based on their life experiences, has voted with the desire that a “new alternative force” should come to power. This is not only happening here; in many countries around the world, both the left and the right have won and taken office. We have seen this youthful fervor even in neighboring countries like Nepal and Sri Lanka.
So, is it right that there should be no change here alone? By using social media properly and deceiving the people, the TVK members have won. The argument is being made that this is a reels government, not a real government. Yes, they correctly capitalized on the public’s dissatisfaction with the DMK government. What issues were raised before the people through social media? They understood the hardships caused to the people as a result of the modern neoliberal economic policies followed by both the BJP-led Union government and the DMK state government.
Bribery, corruption, asset accumulation, mineral resource plunder, sexual violence against women and children; the issues they raised with the public through social media included the non-fulfillment of some of the DMK’s election promises and the delayed implementation of many others. DMK members must realize that welfare schemes alone do not satisfy the people.
TVK’s pledge and the communists’ experience:
In the letter sent by TVK seeking support, they had said, “We will never compromise on the principle of secularism. Our rule will be a government for everyone. We will provide honest governance.” They reaffirmed this in person as well. Taking all the above-mentioned factors into account, the Marxist Party extended support for TVK to form the government.
Compared with any other party, the Marxist Communist Party has far richer experience at both the all-India and state levels in matters such as outside support and coalition governance. In the new political situation, most people are praising it as an excellent decision taken by the Marxist Party. Those who criticize it raise this point: can one contest as part of the DMK alliance, win, and then support the TVK? Does Vijay know how to run a government? They say he and his party are completely new to politics and do not even know what politics is.
Already, the reason why a National Democratic Alliance government with DMK support cannot be accepted has been explained. The only remaining option is for TVK to form the government. Otherwise, under the name of President’s Rule, it would effectively be an indirect BJP rule. No one can accept this. Therefore, the Left parties’ decision to support TVK is absolutely correct. There is no basis for DMK members to be angry about this.
Response to criticisms about prior experience:
Second, asking whether Vijay knows anything about politics or governance simply because he is an actor. When people like N.T. Rama Rao and M.G.R. formed governments, similar criticisms were raised. Experience shows that this criticism did not resonate with the public. It is true that they were new and had no prior experience.
But when people have trusted them and elected them, they will have a greater concern than others to preserve that trust. Therefore, we believe they will learn with the concern that they must govern well in order to maintain the people’s confidence. Thirdly, the argument is made that TVK has received only 35 percent of the votes, and that 65 percent of the people have voted against it. In India, there is no proportional representation system that gives equal value to all votes. The norm is that the party that wins more seats than the others forms the government.
This is what is being followed at the all-India level as well as in all the states. That is why the Communists have been continuously insisting on electoral reform. However, since this demand has not been put forward forcefully by other parties, it has not become a subject of debate. In the future, this must be strongly emphasized. A major turning point in this election is that the long-standing situation in Tamil Nadu of “dual-polarity rule,” which had prevailed for more than 50 years, has suffered a setback—where the only option available to the people was to choose either the DMK or the AIADMK.
The challenges before the new government and the CPI(M)’s perspective:
We will have to wait and see what the political and economic policies of the newly formed government will be. Because of the liberal economic policies followed by the Union and state governments, economic inequality has increased beyond imagination. On one side, the accumulation of wealth; on the other, the majority of people struggling even to manage their daily lives. The situation of those in jobs and those seeking work has become tense to the extent that dignified, permanent employment and guaranteed wages may all turn out to be false hopes, mere dreams.
It is necessary to bring about change in this. Putting an end to the situation where everything requires a bribe, and ensuring honest, corruption-free governance, is what people expect. It is imperative to make this a reality. During the previous DMK regime, they came to power by saying that everything was wrong and flawed; the new government has the duty to correct all of that and eliminate those issues. A major challenge is how to increase government revenue without burdening the people. What approach are they going to adopt toward workers, farmers, and the poor? They must also come forward to fulfill the election promises made to the people step by step. It is true that all this requires some time.
Already, along with the assurances given by Chief Minister Vijay, if the government implements laws and schemes that serve the welfare of the people, the Marxist Communist Party will welcome and support them. We also make it clear that our party’s position on this government is that if it undertakes measures harmful to the people, we will oppose and fight against them. The Marxist Communist Party has no illusion that by electing a few legislators and parliamentarians from the party, all the problems faced by the people can be resolved.
At the same time, it can protect people’s rights, raise demands, and strongly raise its voice. It can expose the mistakes of those in power. Therefore, taking into account the change in the political situation, the Marxist Communist Party has adopted the correct political stance with the aim of establishing a government elected by the people."

தமிழக வெற்றிக் கழகம் ஆட்சி அமைக்க வெளியிலிருந்து ஆதரவு என்ற நிலைப்பாட்டை மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி மேற்கொண்டது. இதைத் தொடர்ந்து சமூக வலைதளங்களில் திமுகவைச் சார்ந்தவர்களும், திமுக ஆதரவு அறிவுஜீவிகளும் கடுமையான விமர்சனங்களையும், தாக்குதல்களையும் மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி மீது தொடுத்து வருகின்றனர். சட்டப்பேரவைத் தேர்தல் முடிவுகளும், ஆளுநரின் நிலையும், நடைபெற்று முடிந்த சட்டப்பேரவைத் தேர்தலில் ஆட்சி அமைக்க எந்தவொரு கட்சிக்கோ, அணிக்கோ தனிப்பெரும்பான்மை கிடைக்கவில்லை.
108 இடங்களில் வெற்றி பெற்று தனிப்பெருங்கட்சி என்ற நிலையை தவெக பெற்றது. அறுதிப் பெரும்பான்மை இல்லாத நிலையில், அதிக இடங்களில் வெற்றி பெற்ற கட்சி என்ற முறையில் தவெக-வை ஆட்சி அமைக்க ஆளுநர் அழைத்திருக்க வேண்டும். ஆனால், அவர் அறுதிப் பெரும்பான்மையை நிரூபிக்க 118 இடங்கள் தேவை, அந்த எண்ணிக்கைக்குரிய ஆதரவு கடிதங்களை அளித்தால்தான் ஆட்சி அமைக்க அழைப்பு விடுக்க முடியும் என்று கூறிவிட்டார்.
இதற்கு, ஆளுநர் தரப்பில் தெரிவிக்கப்பட்ட விளக்கம் “தவெக 108, காங்கிரஸ் 5 என 113 இடங்கள் என்று குறிப்பிட்டு கடிதம் அளித்தனர். 113 சட்டமன்ற உறுப்பினர்கள் ஆதரவு மட்டுமே என்று உறுதியாக அவர்களே தெரிவித்த பிறகு எப்படி ஆட்சி அமைக்க அழைக்க முடியும், தனிப்பெரும் கட்சி என்ற முறையில் அவர்கள் உரிமை கோரவில்லை” என்பது. ஆனால், பெரும்பான்மையை சட்டப்பேரவையில்தான் நிரூபிக்க வேண்டுமே தவிர, ஆளுநர் மாளிகையில் அல்ல என்று உச்ச நீதிமன்றம் அறுதியிட்டு கூறியுள்ளதை நாம் அறிவோம்.
சிபிஐ(எம்) முன்னால் இருந்த மூன்று வாய்ப்புகள்:
இத்தகைய சூழ்நிலையில் சிபிஐ(எம்)-க்கு முன்னால் மூன்று வாய்ப்புகள் இருந்தன.
1. தவெக ஆட்சி அமைக்க ஆதரவு கேட்டு கடிதம் கொடுத்திருந்த நிலையில் அவர்களுக்கு ஆதரவு அளிப்பது.
2. திமுக ஆதரவுடன் அதிமுக ஆட்சி அமைப்பதற்கு ஆதரவு அளிப்பது.
3. எவரும் பெரும்பான்மையை நிரூபித்து ஆட்சி அமைக்கவில்லை என்றால் குடியரசு தலைவர் ஆட்சி அமையும். இல்லையென்றால் மீண்டும் ஒரு தேர்தலை எதிர்கொள்வது.
மேற்குறிப்பிட்டுள்ளவற்றைத் தவிர வேறு வாய்ப்புகள் எதுவுமில்லை. மேற்கண்ட அனைத்து அம்சங்கள் குறித்தும் மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் மாநிலக்குழு விவாதித்தது.
குடியரசுத் தலைவர் ஆட்சியை ஏன் அனுமதிக்கக் கூடாது?
உடனடியாக மற்றொரு சட்டப் பேரவைத் தேர்தலைச் சந்திக்க எந்தக் கட்சியும் தயாராக இல்லை. தேர்தலை அனுமதிப்பதா இல்லையா என்பதும் ஒன்றிய பாஜக அரசின் கையில்தான். ஆளுநர் மூலமாக தாங்களே நேரடியாக ஆட்சி நடத்த ஒரு வாய்ப்பு வரும்போது நிச்சயமாக அதை அவர்கள் தவற விடமாட்டார்கள். நடந்து முடிந்த சட்டப் பேரவைத் தேர்தலில் திமுக தலைமையிலான மதச்சார்பற்ற முற்போக்கு கூட்டணியின் நோக்கமும், மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் மிக முக்கிய நோக்கமும் பாஜக – அதிமுக கூட்டணியைத் தோற்கடிக்க வேண்டும் என்பதுதான். குடியரசுத் தலைவர் ஆட்சி அமைய வழிவகுப்பது மேற்கண்ட அரசியல் நிலைபாட்டிற்கு எதிரானதாகும். பிறகு, தேர்தல் நடந்தாலும் அது ஒன்றிய பாஜக ஆட்சியின் கட்டுப்பாட்டில்தான் நடக்கும் சூழல் இருக்கும். எனவே, எக்காரணங்கொண்டும் குடியரசுத் தலைவர் ஆட்சி என்பதை அனுமதிக்கக் கூடாது என்று முடிவெடுத்தோம்.
மக்கள் அளித்த தீர்ப்பும் இடதுசாரிகளின் முடிவும்:
இந்தத் தேர்தலில் 108 இடங்களில் வெற்றி பெற்று தனிப்பெருங்கட்சி என்ற நிலையை தவெக பெற்றுள்ளது. சட்டப்படியும் முதல் வாய்ப்பு இந்தக் கட்சிக்கே உள்ளது. ஏறத்தாழ 1.72 கோடி வாக்காளர்கள் வாக்களித்துள்ளனர். இது ‘ஆட்சி மாற்றம்’ – அதாவது திமுக – அதிமுக அல்லாத ஒரு ஆட்சி வேண்டும் என்பதற்காக மக்கள் வாக்களித்துள்ளனர். எனவே, தவெக ஆட்சி அமைக்க வெளியிலிருந்து ஆதரவு அளிப்பது என்று இரண்டு இடதுசாரி கட்சிகளும் தீர்மானித்தன. யார் ஆட்சி அமைத்தாலும் இடதுசாரிகள் ஆதரவு இல்லாமல் ஆட்சி அமைக்க முடியாது என்பதுதான் நிலைமை. எனவே, இந்த மிக முக்கிய பொறுப்பைச் சரியாக நிறைவேற்ற வேண்டும் என்ற அக்கறையுடன் கட்சி இதை அணுகியது.
“அதிமுக – திமுக கூட்டு” யோசனை நிராகரிப்பு:
அதிமுக ஆட்சி அமைப்பது – திமுக ஆதரிப்பது; அதற்கு இடதுசாரிக் கட்சிகளும் ஆதரவளிக்க வேண்டும் என்ற கருத்து எழுந்தது அப்பட்டமான சந்தர்ப்பவாதமாகும். இந்தத் தேர்தலின் மையமான அம்சமே பாஜக – அதிமுகவைத் தோற்கடிக்க வேண்டும் என்பதுதான். மக்களும் தோற்கடித்திருக்கிறார்கள். அதிலும் பாஜக ஒரு தொகுதியில் ஆயிரம் வாக்குக்கும் குறைவாகப் பெற்று வாக்கு சதவிகிதமும் பெருமளவு குறைந்து படுதோல்வியைச் சந்தித்துள்ளது. அதிமுக 47 இடங்களில் மட்டுமே வெற்றி பெற்று தோல்வியடைந்துள்ளது. தோல்வியடைந்த ஒரு கூட்டணியை ஆட்சியில் அமர்த்துவது என்பது அப்பட்டமான சந்தர்ப்பவாதமில்லாமல் வேறு என்ன?
எனவே, அதிமுக – திமுக அணியின் ஆதரவுடன் ஆட்சி அமைப்பது என்ற யோசனையை மார்க்சிஸ்ட் கட்சி நிராகரித்தது. திராவிடக் கட்சிகளின் ஆட்சி தொடர வேண்டும் என்ற முறையில் அந்த யோசனை முன்வைக்கப் பட்டது. இவர்கள்தான், அதிமுகவை திராவிட கட்சி என்ற அளவுகோலில் வைக்க முடியாது என்று பல நேரங்களில் கூறியிருக்கிறார்கள் என்பதை நினைவூட்டுகிறோம். மேற்கண்ட கருத்தின் நோக்கமென்ன? திராவிடக் கட்சிகளைத் தவிர வேறு யாரும் தமிழ்நாட்டில் ஆட்சி நடத்த விடக்கூடாது என்பதைத் தவிர இதில் தமிழ்நாட்டின் நலன் வேறு என்ன இருக்கிறது? இடதுசாரிக் கட்சிகள் ஆட்சி அமைக்கும் சூழல் ஏற்பட்டாலும் திமுக – அதிமுக இதே நிலைபாட்டை மேற்கொள்வார்கள் என்பதில் சந்தேகமில்லை.
தவெக ஆட்சி அமைக்க ஆதரவு அளித்ததன் மூலம்,
1. குடியரசு தலைவர் ஆட்சி அமைவதைத் தடுத்து நிறுத்தி இருக்கிறோம்.
2. திமுக ஆதரவுடன் அதிமுக கூட்டணி ஆட்சி என்ற தவறு நிகழாமல் தடுத்திருக்கிறோம்.
இளைஞர்களின் பேராவேசமும் சமூக வலைதள விமர்சனங்களும் :
இன்றைய இளைய தலைமுறையினர் தங்களின் வாழ்க்கை அனுபவத்திலிருந்து “புதிய மாற்று சக்தி” ஆட்சிக்கு வர வேண்டும் என்று விரும்பி வாக்களித்துள்ளனர். இங்கு மட்டுமல்ல, உலகின் பல நாடுகளில் இடதுசாரி – வலதுசாரி இரண்டு தரப்புக்கும் வெற்றி கிடைத்து ஆட்சியில் அமர்ந்துள்ளனர். நேபாளம், இலங்கை போன்ற அண்டை நாடுகளிலேயே இளைஞர்களின் பேராவேசத்தைக் கண்டோம்.
எனவே, இங்கு மட்டும் மாற்றமே கூடாது என்பது சரியா? சமூக வலைதளத்தை சரியாகப் பயன்படுத்தி மக்களை ஏமாற்றி தவெகவினர் வெற்றி பெற்று விட்டனர். இது ரீல்ஸ் ஆட்சிதானே தவிர ரியல் ஆட்சி அல்ல என்ற கருத்து முன்வைக்கப்படுகிறது. ஆம், திமுக ஆட்சியின் மீது மக்களுக்கு இருந்த அதிருப்தியைச் சரியாகப் பயன்படுத்தினர். சமூக வலைதளம் மூலம் மக்களின் முன் எழுப்பப்பட்ட பிரச்சனைகள் என்ன? ஒன்றிய பாஜக அரசும், மாநில திமுக ஆட்சியும் கடைபிடித்த நவீன தாராளமய பொருளாதாரக் கொள்கைகளின் விளைவாக மக்களுக்கு ஏற்பட்ட பாதிப்புகளை அவர்கள் உணர்ந்தனர்.

ஆதரவு கேட்டு தவெக அளித்த கடிதத்தில் “மதச்சார்பின்மைக் கொள்கையில் எப்போதும் சமரசம் செய்து கொள்ள மாட்டோம். அனைவருக்குமான ஆட்சியாக எங்கள் ஆட்சி இருக்கும். நேர்மையான ஆட்சியைத் தருவோம்” என்று கூறியிருந்தனர். நேரில் சந்தித்தபோதும் இதை உறுதிப்படுத்தினர். மேற்குறிப்பிட்டுள்ள அனைத்து அம்சங்களையும் கணக்கில் எடுத்துக் கொண்டுதான் தவெக ஆட்சி அமைக்க மார்க்சிஸ்ட் கட்சி ஆதரவளித்தது.

ஏற்கெனவே, திமுக ஆதரவுடன் தேசிய ஜனநாயக கூட்டணி ஆட்சி என்பதை ஏற்க முடியாது என்பதற்கான காரணம் விளக்கப்பட்டுள்ளது. அடுத்து இருக்கும் ஒரே வாய்ப்பு தவெக ஆட்சி அமைப்பது தான். இல்லையென்றால் குடியரசுத் தலைவர் ஆட்சி என்ற பெயரில் பாஜகவின் மறைமுக ஆட்சிதான் அமைந்திருக்கும். இதை எவரும் ஏற்க முடியாது. எனவே, தவெக-வை ஆதரிப்பது என்ற இடதுசாரிக் கட்சிகளின் முடிவு மிகச்சரியானது. இதில் திமுகவினர் கோபம் கொள்வதில் எந்த அடிப்படையும் இல்லை.
முன் அனுபவம் குறித்த விமர்சனங்களுக்கான பதில்:

இதில் மாற்றம் ஏற்படுத்துவது அவசியம். எதற்கெடுத்தாலும் லஞ்சம் என்ற நிலைக்கு முற்றுப்புள்ளி வைத்து நேர்மையான, ஊழலற்ற ஆட்சி என்பது மக்களின் எதிர் பார்ப்பாக உள்ளது. இதை உறுதிப்படுத்த வேண்டியது கட்டாயம். கடந்த திமுக ஆட்சிக் காலத்தில் எவையெல்லாம் தவறு, குறை என்று கூறி ஆட்சியைக் கைப்பற்றினார்களோ அவற்றையெல்லாம் இல்லாமல் சரி செய்ய வேண்டிய கடமை புதிய ஆட்சிக்கு உள்ளது. மக்களின் தலையில் சுமையை ஏற்றாமல் அரசுக்கான நிதி வருவாயை எப்படிப் பெருக்குவது என்பது முக்கியமான சவால். தொழிலாளர்கள், விவசாயிகள், ஏழைகள் தொடர்பாக இவர்கள் எத்தகைய அணுகுமுறையைக் கடைப்பிடிக்கப் போகிறார்கள்? மக்களுக்குக் கொடுத்த தேர்தல் வாக்குறுதிகளைப் படிப்படியாக நிறைவேற்றுவதற்கும் முன் வர வேண்டும். இவற்றுக்கெல்லாம் ஒரு கால அவகாசம் தேவை என்பது சரியே.
