Chennai: “Taking into account the change in the political situation, the Marxist Communist Party has adopted the correct political stance with the aim of ensuring that a government elected by the people is formed. Therefore, the decision of the Left parties to support the TVK is absolutely right. There is no basis for DMK members to be angry about this,” said P. Shanmugam, state secretary of the Marxist Communist Party.
He has shared a detailed explanatory statement on his X page regarding the criticism arising over the issue of extending support to TVK.
In that explanatory statement, he said, “The Marxist Communist Party adopted the position of extending support from outside for the Tamilaga Vettri Kazhagam to form the government. Following this, people associated with the DMK and DMK-supporting intellectuals on social media have been launching severe criticisms and attacks against the Marxist Communist Party.
Assembly election results and the Governor’s position In the recently concluded Assembly election, no party or alliance secured an absolute majority to form the government. TVK emerged as the single largest party by winning 108 seats.
In the absence of an absolute majority, the Governor should have invited TVK, as the party that won the most seats, to form the government. But he said that 118 seats are needed to prove an absolute majority, and that an invitation to form the government can be extended only if letters of support for that number are submitted.
In response to this, the explanation given by the Governor’s side was, “They submitted a letter stating 113 seats, with TVK 108 and Congress 5. But after they themselves firmly stated that it was only support from 113 MLAs, how can they be invited to form the government? As the single largest party, they did not claim that right.” However, we know that the Supreme Court has said that a majority must be proved in the Legislative Assembly, not in the Governor’s residence.
In such a situation, the CPI(M) had three options before it.
1. Supporting TVK, which had submitted a letter seeking support to form the government.
2. Supporting the formation of an AIADMK government with DMK support.
3. If no one proves a majority and forms a government, President’s Rule will be imposed. Otherwise, there will be another election. Apart from the above, there are no other possibilities. The State Committee of the Marxist Communist Party discussed all the above points.
Why should President’s Rule not be allowed? No party is ready to face another legislative assembly election immediately. Whether or not to allow an election is also entirely in the hands of the BJP-led Union government. When an opportunity arises for them to govern directly through the Governor, they will certainly not let it slip away.
In the recently concluded Assembly election, the objective of the DMK-led secular progressive alliance, and the Communist Party of India (Marxist)’s most important objective, was to defeat the BJP-AIADMK alliance. Allowing President’s Rule would be contrary to that political position. Then, even if elections were held, they would take place under the control of the BJP-led Union government. Therefore, we decided that under no circumstances should President’s Rule be allowed.
The verdict given by the people and the decision of the Left parties: In this election, TVK has won 108 seats and emerged as the single largest party. Legally, the first opportunity belongs to this party. Nearly 1.72 crore voters have cast their votes. This was a vote for “change of rule” — that is, people voted for a government that is neither DMK nor AIADMK. Therefore, both Left parties decided to extend outside support for TVK to form the government.
The situation is that whoever forms the government cannot do so without the support of the Left. Therefore, the party approached this with the concern that this very important responsibility must be carried out properly.
“AIADMK - DMK alliance” proposal rejected: The idea that AIADMK should form the government and DMK should support it, and that left parties should also extend support, is blatant opportunism. The central issue of this election was precisely that the BJP-AIADMK alliance had to be defeated. The people have defeated them too. In particular, the BJP suffered a crushing defeat, receiving fewer than a thousand votes in one constituency and seeing its vote share drop significantly.
AIADMK has won only 47 seats and has been defeated. What else can it be but blatant opportunism to install a defeated alliance in power? Therefore, the Marxist Party rejected the idea of forming a government with the support of the AIADMK-DMK alliance.
The idea was put forward in a way that the rule of Dravidian parties should continue. We remind you that these are the very people who have said many times that AIADMK cannot be placed in the category of a Dravidian party. What is the purpose of the above view? Apart from ensuring that no one other than Dravidian parties should be allowed to govern in Tamil Nadu, what other interest of Tamil Nadu does this serve? Even if a situation arises where Left parties form the government, there is no doubt that DMK and AIADMK would take the same position.
By supporting TVK to form the government,
1. We have prevented the imposition of President’s Rule.
2. We have prevented the mistake of an AIADMK coalition government with DMK support from happening.
The fervor of the youth and social media criticism: Today’s younger generation, drawing from their life experiences, have voted with the desire that a “new alternative force” should come to power. This is not just here; in many countries around the world, both the left and the right have won and taken office. We have seen the fervor of the youth even in neighboring countries like Nepal and Sri Lanka. So, is it right to say that change alone should not happen here?
It is being argued that by using social media properly and deceiving people, the TVK members have won; this is a reels government, not a real government. Yes, they made proper use of the public dissatisfaction with the DMK government.
What issues were raised before the people through social media?
They understood the hardships people faced as a result of the modern neoliberal economic policies followed by the BJP-led Union government and the DMK government in the state.
Through social media, they raised issues such as bribery, corruption, accumulation of wealth, plunder of mineral resources, and sexual atrocities against women and children; they also pointed out that some of the election promises made by the DMK were not fulfilled, and that many promises were implemented only after a long delay.
DMK members should realize that welfare schemes alone do not satisfy the people.
TVK’s pledge and the communists’ experience: In the letter TVK sent asking for support, they said, “We will never compromise on the principle of secularism. Our governance will be for everyone. We will provide honest governance.” They also reaffirmed this in person when they met.
It was only after taking all the above-mentioned factors into account that the Marxist Party extended support for the formation of a TVK government. In terms of experiences such as outside support and coalition governments, the Marxist Communist Party has richer experience than any other party, both at the all-India level and at the state level. In the new political situation, most people are praising it as an excellent decision taken by the Marxist Party.
The view put forward by critics:
Can one contest on the DMK side, win, and then support TVK? Does Vijay know how to run a government? They are completely new to politics, people who do not even know what politics is.
Already, the reason why a National Democratic Alliance government with DMK support cannot be accepted has been explained. The only remaining option is for TVK to form the government. Otherwise, under the name of President’s Rule, it would effectively be an indirect BJP rule. No one can accept that. Therefore, the Left parties’ decision to support TVK is absolutely correct. There is no basis for DMK members to be angry about this.
Response to criticisms about lack of prior experience: Second, judging Vijay by the standard of being an actor and asking whether he knows anything about politics or governance. Similar criticisms were raised when people like N.T. Rama Rao and M.G.R. formed governments.
The experience has been that this criticism does not resonate with the public. It is true that they are new and have no prior experience. But since the people have trusted them and elected them, they will have even greater concern than others to preserve that trust. Therefore, we believe they will learn with a sincere commitment to governing well and maintaining the people’s confidence.
Third, the argument is made that TVK has received only 35 percent of the votes, while 65 percent of the people have voted against it. In India, there is no system of proportional representation that gives equal value to all votes. The norm is that the party that wins more seats than the others forms the government. This is the practice followed across India and in all the states.
That is why Communists have been consistently insisting on electoral reform. However, since other parties have not raised this demand forcefully, it has not become a subject of debate. In the future, this must be strongly emphasized.
The fact that this election has dealt a setback to the long-standing situation in Tamil Nadu of “dual-pole rule,” which for more than the past 50 years meant that people had only the choice of selecting either the DMK or the AIADMK, is an important turning point.
The challenges before the new government and the CPI(M)’s perspective:
We will have to wait and see what the political and economic policies of the newly formed government will be. Due to the liberal economic policies followed by the Union and state governments, economic inequality has increased to unimaginable levels. On one side, the accumulation of wealth; on the other, the vast majority of people struggling even to manage their daily lives.
The situation for those who are employed and those seeking jobs has become so tense that honorable, permanent employment and guaranteed wages seem to be turning into lies and dreams. It is necessary to bring about change in this. Putting an end to the situation where bribery is demanded for everything, people expect honest, corruption-free governance.
It is essential to ensure this. During the previous DMK regime, they came to power by pointing out everything that was wrong and deficient; the new government has the responsibility to correct all of that and eliminate those shortcomings. A major challenge is how to increase government revenue without placing a burden on the people. What approach are they going to adopt toward workers, farmers, and the poor?
They must also come forward to gradually fulfill the election promises made to the people. It is true that all of this requires some time.
Already, along with the assurances given by Chief Minister Vijay, if people-welfare laws and schemes are implemented, the Marxist Communist Party will welcome and support them. If actions harmful to the people are taken, we will fight against them. We also make it clear that this is the party’s position regarding this government.
The Marxist Communist Party has no illusion that by winning a few legislative assembly and parliamentary seats in the party’s name, all the problems faced by the people can be solved.
