"We nurtured them like children..!"
The sudden cutting down of trees that had been providing shade for many years in the premises of the P.S.S. Sathappa Chettiar Government Hospital in Devakottai, Sivaganga district, has caused a huge uproar among social activists and the general public in the Devakottai area.
Speaking to us about this with anguish, S. Kumarappan, a key office-bearer of the Devakottai Friends Walkers Association and a retired professor, who was one of those who planted and maintained these trees, said:
"About 15 years ago, through our association, we planted 100 saplings in this hospital campus. We put up a fence so that goats and cattle would not graze on them, watered them every day, and nurtured them with great effort like our own children. The contribution of the late 'Green Hero' Marimuthu in this was immense.
Of those 100 saplings, about 50 grew into large trees and were providing good shade and cool air to the patients coming to the hospital. In the central area of the hospital, many trees such as jackfruit, neem, vaagai, and Indian gooseberry were flowering and bearing fruit abundantly.
But recently, when I went to the hospital, I was shocked to see all those trees being cut down. In fact, I was brought to tears. When I asked the doctor there, “Are the leaves from the trees falling on the building and causing problems?” they said, “Yes.” If that were the case, couldn’t they have just cut the branches that were extending over the building? Why cut down entire trees in the middle and uproot them? From now on, the hospital administration should cut only the branches that cause problems, not the trees themselves. They should immediately plant new saplings and restore the greenery here again. The public will no longer stay silent while watching such mistakes...” he said.
"An unintentional mistake" - Chief Doctor explains
Following the major controversy over the tree-cutting incident, we spoke to Dr. செங்கதிரோன், the Chief Medical Officer of Devakottai Government Hospital.
"I have been working at this same hospital for the past 20 years. This action was taken solely for the structural stability of the building, for safety, and to ensure that patients are properly cared for. There was no other motive behind it.
As some people say, not many trees were cut down; only about two or two and a half trees that were affecting the building were cut. I also had the idea that a good 'shed' should be set up there for patients and those accompanying them to sit.
Before cutting these trees, we wrote to the Public Works Department seeking permission; however, we did not receive a response from them. I have only now learned of the government procedure that, for cutting trees, Public Works Department approval alone is not enough, and permission must also be obtained from the District Collector through the Revenue Department. In not knowing this, I acted a little hastily.
Officials, including the tahsildar, have now come in person and conducted an inquiry. In accordance with their instructions, we will proceed with the next steps in line with government procedures.
In our hospital campus, we have set up a 'Miyawaki' mini forest with 200 varieties and continue to maintain it in a lush green state. As atonement for the trees that were cut unknowingly, we will plant many more new saplings within the hospital campus and nurture them into greenery."
"Not knowing the legal details is not acceptable!" -
Various social and political organizations in the city are strongly condemning this act and explanation by the hospital administration and are voicing their protests forcefully. Regarding this, they went directly to the hospital premises and
members of the city Hindu Munnani inspected the site. Its city president, P.T. Suresh.G, told us,
“There were not fewer than ten large trees here, and they have now been mercilessly cut down at the roots. If the roof area was at risk, they could have just cut the branches; why was there any need to cut down all the trees at the roots?
Cutting down trees like this is nothing new to them. Just three months ago, they cut down and sold four large neem trees that were 60 to 70 years old. Their value too would run into several lakhs of rupees. Even then, we filed a complaint with the revenue department. No one paid any attention. That is why they have now boldly cut down and felled these trees as well.
Now they have cut down and stacked pieces of large trees, no fewer than 10 in number, such as neem, jackfruit, mango, ashoka, Indian gooseberry, and vagai. It appears that more than ten thousand rupees has been paid just for the cutting labor. In that case, the value of these trees would certainly not be less than several lakhs of rupees. Just by going and looking at the felled trees there, one can clearly see the number of trees cut and their current market value.
It is in no way acceptable for someone who has been working as a doctor in the same hospital for 20 years to say that he does not know the legal provisions for seeking permission to cut down trees. The government must take strict action against the administration that cut down the trees; trees must be planted again in those places. In this regard, the government should immediately conduct a proper investigation and take stringent action," he said.
What action will the government take?
When contacted about this, Devakottai taluk revenue officer Thangamani said, "We also went to the hospital in person and inspected it. It is true that the trees have been cut down. Appropriate action will be taken in accordance with the relevant government regulations," and ended the matter briefly.
Hospitals that struggle to save human lives could also show a little compassion toward trees, which provide them shade and clean air and help cure half the ailments of patients. Social activists expect that instead of simply moving on as if it were a mistake, new saplings should be planted immediately in the hospital premises to restore the lost greenery, and they should be properly maintained!
The fact that the administration of a government hospital itself has cut down trees that provide oxygen to humans is indeed a great cruelty..!

சிவகங்கை மாவட்டம், தேவகோட்டை பி.எஸ்.எஸ். சாத்தப்ப செட்டியார் அரசு மருத்துவமனை வளாகத்தில் பல ஆண்டுகளாக நிழல் தந்து வந்த மரங்கள் திடீரென வெட்டிச் சாய்க்கப்பட்ட சம்பவம், தேவகோட்டை பகுதி சமூக ஆர்வலர்களிடையேயும் பொதுமக்களிடையேயும் பெரும் கொந்தளிப்பை ஏற்படுத்தியிருக்கிறது.
இதுகுறித்து நம்மிடம் வேதனையோடு பேசினார், இந்த மரங்களை நட்டுப் பராமரித்தவர்களில் ஒருவரான தேவகோட்டை நண்பர்கள் நடையாளர் சங்கத்தின் முக்கியப் பொறுப்பாளரும் ஓய்வு பெற்ற பேராசிரியருமான எஸ். குமரப்பன்:

ஆனால், சமீபத்தில் நான் மருத்துவமனைக்குச் சென்றபோது, அந்த மரங்களையெல்லாம் வெட்டிச் சாய்த்துக் கொண்டிருந்ததைப் பார்த்து அதிர்ந்துவிட்டேன். சொல்லப்போனால் எனக்கு கண்ணீரே வந்துவிட்டது. ‘மரத்தின் இலைகள் கட்டிடத்தின் மேல் விழுந்து பாதிக்கிறதா?’ என்று அங்கிருந்த மருத்துவரிடம் கேட்டதற்கு ‘ஆம்’ என்றார்கள். அப்படியென்றால் கட்டிடத்திற்கு மேல் செல்லும் கிளைகளை மட்டும் வெட்டியிருக்கலாமே? நடுவில் இருக்கக்கூடிய முழு மரங்களையும் ஏன் வேரோடு வெட்ட வேண்டும்? வருங்காலத்திலாவது மருத்துவமனை நிர்வாகம் பாதிப்பு ஏற்படுத்தும் கிளைகளை மட்டும் வெட்ட வேண்டுமே தவிர, மரங்களை வெட்டக் கூடாது. உடனடியாக புதிய மரக்கன்றுகளை நட்டு மீண்டும் இங்குப் பசுமையை உருவாக்க வேண்டும்.இனிமேலும் இதுபோன்ற தவறுகளை பொதுமக்கள் பார்த்துக்கொண்டு அமைதியாக இருக்க மாட்டார்கள்…” என்றார்.
“தெரியாமல் நடந்த தவறு'” – தலைமை மருத்துவர் விளக்கம்
மரம் வெட்டப்பட்ட விவகாரம் பெரும் சர்ச்சையானதைத் தொடர்ந்து, தேவகோட்டை அரசு மருத்துவமனை தலைமை மருத்துவ அலுவலர் டாக்டர் செங்கதிரோனைத் தொடர்புகொண்டு பேசினோம்.
“நான் கடந்த 20 வருடங்களாக இதே மருத்துவமனையில்தான் வேலை பார்க்கிறேன். கட்டிடத்தோட நிலைப்புத் தன்மைக்காகவும் ,பாதுகாப்பிற்காகவும், நோயாளிகளை நாம் சரியாகப் பராமரிக்க வேண்டும் என்பதற்காகவும்தான் இந்த நடவடிக்கை எடுக்கப்பட்டது. இதில் வேறு எந்த உள்நோக்கமும் இல்லை.
சிலர் சொல்வது போல அதிக மரங்கள் எல்லாம் வெட்டப்படவில்லை; கட்டிடத்தைப் பாதித்த சுமார் இரண்டு அல்லது இரண்டரை மரங்கள் மட்டும்தான் வெட்டப்பட்டிருக்கின்றன. அந்த இடத்தில் நோயாளிகள் மற்றும் அவர்களுடன் வருபவர்கள் அமர்வதற்கு நல்லதொரு ‘ஷெட்’ (Shed) அமைத்துக் கொடுக்க வேண்டும் என்ற எண்ணமும் எனக்கு இருந்தது.
இந்த மரங்களை வெட்டுவதற்கு முன்னர் பொதுப்பணித்துறையிடம் அனுமதி கேட்டு கடிதம் எழுதினோம்; ஆனால், அவர்களிடமிருந்து பதில் வரவில்லை. மரங்களை வெட்டுவதற்குப் பொதுப்பணித்துறை அனுமதி மட்டும் போதாது, வருவாய்த்துறை மூலமாக மாவட்ட ஆட்சியரின் அனுமதி பெற வேண்டும் என்ற அரசு வழிமுறை எனக்கு இப்போதுதான் தெரிந்தது. தெரியாத சூழ்நிலையில் கொஞ்சம் அவசரப்பட்டுவிட்டேன்.
தற்போது வட்டாட்சியர் உள்ளிட்ட அதிகாரிகள் நேரில் வந்து விசாரித்துச் சென்றுள்ளனர். அவர்களின் அறிவுறுத்தலின்படி, அரசு வழிமுறைகளுக்குக் கட்டுப்பட்டு அடுத்தகட்ட நடவடிக்கைகளை மேற்கொள்வோம்.
எங்கள் மருத்துவமனை வளாகத்தில் 200 வகைகளைக் கொண்ட ‘மியாவாக்கி’ குறுங்காடு ஒன்றை வைத்து இன்னமும் பசுமையாகத்தான் பராமரித்து வருகிறோம். தற்போது தெரியாமல் வெட்டிய மரங்களுக்குப் பிராயச்சித்தமாக, இன்னும் நிறைய புதிய மரக்கன்றுகளை மருத்துவமனை வளாகத்திற்குள் நட்டுப் பசுமையாக வளர்ப்போம்.”
“சட்ட விவரம் தெரியாது என்பது ஏற்புடையதல்ல!” –
மருத்துவமனை நிர்வாகத்தின் இந்தச் செயலையும், விளக்கத்தையும் கடுமையாக மறுத்து, நகரின் பல்வேறு சமூக மற்றும் அரசியல் அமைப்புகள் தங்களின் கண்டனங்களை வலுவாகப் பதிவு செய்து வருகின்றன. இதுகுறித்து மருத்துவமனை வளாகத்திற்கு நேரடியாகச் சென்று
நகர இந்து முன்னணி அமைப்பினர் பார்வையிட்டுள்ளனர். அதன் நகரத் தலைவர் பி.டி. சுரேஷ்.ஜி நம்மிடம்,
“இங்கே இருந்த பத்துக்கும் குறையாத பெரிய மரங்களை கொஞ்சம்கூட ஈவிரக்கமில்லாமல் இப்போது வேரோடு வெட்டிச் சாய்த்திருக்கிறார்கள். கூரைப் பகுதிக்குப் பாதிப்பு என்றால் கிளைகளை மட்டும் வெட்டியிருக்கலாம்; ஒட்டுமொத்த மரங்களையும் வேரோடு வெட்டிச் சாய்க்க வேண்டிய அவசியம் என்ன?
இப்படி மரங்களை வெட்டிச் சாய்ப்பது இவர்களுக்கு ஒன்றும் புதிதல்ல. மூன்று மாதங்களுக்கு முன்புதான் 60 – 70 வயது கடந்த 4 பெரிய சைஸ் வேப்ப மரங்களை வெட்டி விற்பனை செய்துள்ளனர். அதன் மதிப்பும் பல லட்ச ரூபாய் ஆகும். அப்போதும் வருவாய்த்துறைக்கு புகார் அளித்தோம். யாரும் கண்டுகொள்ளவில்லை. அதனால்தான் இப்போதும் துணிச்சலோடு இந்த மரங்களை வெட்டி வீழ்த்தி உள்ளனர்.
இப்போது வேம்பு, பலா, மா, அசோகா, நெல்லி,வாகை போன்ற 10 மரங்களுக்குக் குறையாத பெரிய பெரிய மரங்களை வெட்டி துண்டுகள் போட்டு வைத்துள்ளனர். வெட்டுக் கூலி மட்டுமே பத்தாயிரம் ரூபாய்க்கு மேல் கொடுத்திருப்பதாகத் தெரிகிறது. அப்படியென்றால் இந்த மரங்களின் மதிப்பு எப்படியும் பல லட்ச ரூபாய் மதிப்புக்குக் குறையாது. அங்கு வெட்டிக் கிடக்கும் மரங்களைப் போய்ப் பார்த்தாலே வெட்டப்பட்ட மரங்களின் எண்ணிக்கையும், அதன் தற்போதைய சந்தை மதிப்பும் நன்றாகத் தெரியும்.
20 வருடங்களாக இதே மருத்துவமனையில் மருத்துவராகப் பணியாற்றும் ஒருவர், மரம் வெட்ட அனுமதி கோரும் சட்ட விவரம் தனக்குத் தெரியாது என்று கூறுவது எவ்விதத்திலும் ஏற்றுக்கொள்ள முடியாத ஒன்று. மரங்களை வெட்டிய நிர்வாகத்தின் மீது அரசு கடுமையான நடவடிக்கை எடுக்க வேண்டும்; அந்த இடங்களில் மீண்டும் மரங்களை நட வேண்டும். இதுதொடர்பாக அரசு உடனே உரிய விசாரணை செய்து கடும் நடவடிக்கை எடுக்க வேண்டும்” என்றார் .
அரசு நடவடிக்கை என்ன?
இதுதொடர்பாக தேவகோட்டை தாலுகா வட்டாட்சியர் தங்கமணியிடம் பேசியபோது, “நாங்களும் மருத்துவமனைக்கு நேரில் சென்று பார்வையிட்டோம். மரங்கள் வெட்டப்பட்டிருப்பது உண்மைதான். இது குறித்து உரிய அரசு விதிமுறைகளின்படி தகுந்த நடவடிக்கை எடுக்கப்படும்” என்று சுருக்கமாக முடித்துக் கொண்டார்.
மனிதர்களின் உயிரைக் காப்பாற்றப் போராடும் மருத்துவமனைகள், தங்களுக்கு நிழலையும் தூய்மையான காற்றையும் தந்து நோயாளிகளின் பாதிப் பிணியைக் குணப்படுத்தும் மரங்கள் மீதும் சற்று கருணை காட்டலாம். தவறு நடந்துவிட்டது என்று கடந்து போகாமல், இழந்த பசுமையை மீட்க மருத்துவமனை வளாகத்தில் உடனடியாகப் புதிய மரக்கன்றுகள் நடப்பட்டு அவை முறையாகப் பராமரிக்கப்பட வேண்டும் என்பதே சமூக ஆர்வலர்களின் எதிர்பார்ப்பு!
மனிதர்களுக்கு ஆக்சிஜனை வழங்கும் மரங்களை, ஒரு அரசு மருத்துவமனை நிர்வாகமே வெட்டி வீழ்த்தியிருப்பது பெருங்கொடுமைதான்..!
