At the Tamil Nadu Climate Change Governance Council meeting held in Chennai, Chief Minister M.K. Stalin spoke. He said, "We have been closely monitoring the effects of climate change. We have seen how countries, including Sri Lanka, were affected by the recent severe fury of Cyclone Tauktae. Due to the various precautionary measures continuously undertaken by our government, we have protected Tamil Nadu from major damage. We have already gone through times facing cyclones and floods. Realizing this, we started establishing disaster prevention and information infrastructure three years ago." Under Chief Minister Stalin, we are undertaking many initiatives such as the Climate Change Governance Committee, Green Tamil Nadu Movement, Tamil Nadu Wetlands Movement, Tamil Nadu Climate Change Movement, and Tamil Nadu Neithal Rescue Movement. Because of this, Tamil Nadu is positioned as a guiding state for India. In the recent budget session, we announced a Rs. 24 crore initiative for 'Climate Education Awareness.' Following that, 4,000 talented school teachers have been selected across Tamil Nadu. They will soon be given training on climate education awareness. Moreover, to raise environmental awareness among school students, twice a year, the district climate change movement has arranged to conduct one-day special summer and winter camps as two-day camps. The Cool Roofing project has also been included in the Tamil Nadu Climate Change Movement's action plan for the year 2025-26. This project will be implemented in 297 green schools across Tamil Nadu. Important climate change mitigation and adaptation projects such as carbon neutrality centers, climate-resilient villages, and the establishment of bio-shops in coastal areas are being implemented. Near Pichavaram in Cuddalore district, a climate resilience office and solar photovoltaic power generation facility have been established. Training for livelihood improvement for the people, desilting and renovating the Pakkinkam canal to prevent flood hazards, and providing electrically operated boats to the Pichavaram boat pond have been carried out. Under the project for the restoration of coastal habitats using natural solutions, Avicennia saplings have been planted. As a result, the Avicennia forests in Tamil Nadu have increased from 4,500 hectares to 9,000 hectares. Dedicated efforts have been made to protect water bodies, involving both individuals and voluntary service organizations. According to the Union Government’s Finance Commission, Tamil Nadu ranks first in the SDG goals of climate action and clean energy. If development is one eye for our government, protecting the environment and natural resources is the other eye.
Before our government came to power, other financial allocations were very low. But the Dravidian model government has allocated up to Rs. 500 crore. In the past four years, under Modi, Amit Shah, and BJP, we have only requested Rs. 4,136 crore as relief funds for disasters that affected our state. Out of that, the central government has provided only 17 percent. Tamil Nadu has faced many challenges, fought, and won. It is a guide for the entire country. சென்னையில் நடைபெற்ற தமிழ்நாடு காலநிலை மாற்றத்திற்கான ஆட்சி மன்றக்குழு கூட்டத்தில் முதலமைச்சர் மு.க.ஸ்டாலின் உரையாற்றினார். அப்போது, “காலநிலை மாற்றத்தின் விளைவுகளை கண்கூடாகப் பார்த்துக்கொண்டிருக்கிறோம். சமீபத்தில் வந்த டிட்வா புயலின் கோரத் தாண்டவத்தால், இலங்கை உள்ளிட்ட நாடுகள் எப்படி பாதிக்கப்பட்டதென பார்த்தோம்.
நம் அரசு தொடர்ந்து மேற்கொண்டு வந்த பல்வேறு முன்னெச்சரிக்கை நடவடிக்கைகளால் பெரிய அளவு பாதிப்பு ஏற்படாமல் தமிழ்நாட்டைக் காப்பாற்றி இருக்கிறோம். எப்போதாவது ஒருமுறை புயல், வெள்ளத்தை எதிர்கொண்ட காலத்தை எல்லாம் நாம கடந்துவிட்டோம். அதை உணர்ந்துதான் மூன்று ஆண்டுகளுக்கு முன்பே இந்த பேரிடருக்கு ஏற்றத் தடுப்பு மற்றும் தகவமைப்பு உட்கட்டமைப்புகளை தொடங்கினோம்.
காலநிலை மாற்ற ஆட்சிமன்றக் குழு, பசுமை தமிழ்நாடு இயக்கம், தமிழ்நாடு ஈரநிலை இயக்கம், தமிழ்நாடு காலநிலை மாற்ற இயக்கம், தமிழ்நாடு நெய்தல் மீட்சி இயக்கம் என நிறைய முன்னெடுப்புகளையும் முயன்றுவருகிறோம். இதனால் இந்தியாவிற்கே வழிகாட்டுகிற நிலையில தமிழ்நாடு இருக்கிறது.
கடந்த பட்ஜெட் கூட்டத் தொடரில் ரூ.24 கோடி மதிப்பீட்டில ‘காலநிலைக் கல்வி அறிவு’ முன்னெடுப்பு குறித்த அறிவிப்பை வெளியிட்டோம். அதைத் தொடர்ந்து தமிழ்நாடு முழுவதும் திறமைமிகு 4000 பள்ளி ஆசிரியர்கள் தேர்ந்தெடுக்கப்பட்டிருக்கிறார்கள்.
அவர்களுக்கு மிக விரைவில காலநிலை கல்வி அறிவு குறித்த பயிற்சிகள் வழங்கப்படும். அதுமட்டுமில்லாமல், பள்ளி மாணவர்களுக்கு சுற்றுசூழல் விழிப்புணர்வு ஏற்படுத்த ஆண்டுக்கு இரண்டு முறை, மாவட்ட காலநிலை மாற்ற இயக்கம் மூலம் நடத்தப்படும் ஒரு நாள் கோடைக்கால மற்றும் குளிர்கால சிறப்பு முகாமங்களை இரண்டு நாள் முகாமங்களாக நடத்த ஏற்பாடு செய்யப்பட்டிருக்கிறது.
மேலும் கூல் ரூபிங் திட்டத்தை தமிழ்நாடு காலநிலை மாற்ற இயக்கத்தின் 2025 26 ஆம் ஆண்டுக்கான செயல் திட்டத்தில சேர்த்திருக்கிறோம். இந்த திட்டத்தை தமிழ்நாட்டில் இருக்கும் 297 பசுமை பள்ளிகளிலும் செயல்படுத்தவிருக்கிறோம்.
கார்பன் சமநிலை மையங்கள், காலநிலை மீழ்த்திறன் மிகு கிராமங்கள், கடலோர பகுதிகளில் உயிர் கடையங்கள் அமைத்தல் போன்ற முக்கியமான காலநிலை மாற்று தடுப்பு மற்றும் தகவமைப்பு திட்டங்கள் செயல்படுத்தப்பட்டு வருகிறது.
கடலூர் மாவட்டம் பிச்சாவரம் அருகே கிள்ளையில் காலநிலை மேல்திறன் அலுவலகம், சூரிய ஒளி மின்னாற்றல் உற்பத்தி, மக்களுக்கு வாழ்வாதார மேம்பாட்டுக்கான பயிற்சிகள், வெள்ள அபாயகங்கள் ஏற்படாமல் இருக்க பக்கிங்காம் கால்வாய் துருவரப்பட்டு சீரமைத்தல், பிச்சாவரம் படகு குழாமுக்கு மின்னாற்றலில் இயங்கக்கூடிய படகு வழங்குதல் ஆகிய பணிகள் மேற்கொள்ளப்பட்டிருக்கிறது.
கடலோர வாழ்விடங்களை இயற்கை சார்ந்த தீர்வுகள் மூலம் மறுசீரமைப்புக்கும் திட்டத்தின் கீழ், அலையாத்தி மரக்கன்றுகள் நடப்பட்டு வருகிறது. அதன் பலனாக தமிழ்நாட்டில 4500 ஹக்டர் பரப்பளவுக்கு இருந்த அலையாத்தி காடுகள் 9000 ஹெக்டராக அதிகரித்திருக்கிறது. நீர்நிலைகளை பாதுகாக்க அர்ப்பணிப்போடு செயல்பட்டும் தனி நபர்களையும், தன்னார்வ தொண்டு நிறுவனங்களையும் பாராட்டுகிறோம்.
கிளைமேட் வாரியர்ஸ் என்ற திட்டத்தின் கீழ் மகளிர் சுய உதவி குழுக்களுக்கு காலநிலை மாற்றம் மற்றும் நெகிழி ஒழிப்பு பரப்புறையும் மேற்கொள்ள 100 இ ஆட்டோக்கள் வழங்கப்பட்டிருக்கிறது. 120 மின்சாரப் பேருந்துகளை பயன்பாட்டுக்கு கொண்டு வந்திருக்கிறோம். மேலும் 600 மின்சாரப் பேருந்துகள் விரைவில பயன்பாட்டுக்கு கொண்டு வருவோம். இதனால் டிராபிக்கும், பொல்யூஷனும் குறையும். எல்லாருடைய நேரமும் மிச்சமாகும்.
ஒன்றிய அரசின் நிதி ஆயோக் வெளியிட்டுருக்கும் எஸ்டிஜி ரேங்க்ல கிளைமேட் ஆக்ஷன் மற்றும் கிளீன் எனர்ஜி ஆகிய இலக்குகளில் தமிழ்நாடு முதலிடத்தில் இருக்கிறது. நம் அரசுக்கு வளர்ச்சி ஒரு கண் என்றால், சுற்றுசூழல் மற்றும் இயற்கை வளங்களை பாதுகாப்பது மற்றொரு கண்.
நம் அரசு வருவதற்கு முன்புவரை, இதரநிதி ஒதுக்கீடு மிகவும் குறைவாகதான் இருந்தது. ஆனால் திராவிட மாடல் அரசு ரூ.500 கோடி வரை ஒதுக்கி இருக்கிறது.
கடந்த நான்கு ஆண்டுகளில் நமது மாநிலத்தை பாதித்த பேரிடர்களுக்கான நிவரண நிதியாக ரூ 4136 கோடி மட்டும்தான் கேட்டோம். அதில் வெறும் 17 விழுக்காடுதான் ஒன்றிய அரசு வழங்கியிருக்கிறது. எத்தனையோ சவால்களை எதிர்கொண்டு தமிழ்நாடு போராடி வென்றிருக்கிறது. நாட்டுக்கே வழிகாட்டியாக இருக்கிறது. அதுபோல இந்த காலிநிலை மாற்றம் சவால்களையும் எதிர்த்துத் தமிழ்நாடு போராடும் தமிழ்நாடு வெல்லும்” என்றார்.
