Following the formation of a Congress government in Kerala, various changes and measures have been taken. In this context, Chief Minister V.D. Satheesan, who is in charge of the Finance Department, presented a white paper in the Legislative Assembly yesterday. The report was prepared by economists under the leadership of Finance Department Additional Chief Secretary K.R. Jyothilal and K.M. Chandrasekhar. It states that the state’s economic condition and growth are declining day by day. It says that the KIIFB infrastructure brought in by the previous Left government has turned into a huge debt burden. The state’s total debt burden has now increased to 5.07 lakh crore rupees, and one-fifth of the state’s revenue is being spent just on paying interest. Instead of controlling salary and pension expenses, the shortcut of cutting development expenditure is ruining the state, and the arrears caused by deferring the payment of dearness allowance (DA) have grown to 48,733 crore rupees, the white paper says. This amount is even higher than the total debt the state borrows in a year. It also says that while the losses of public sector undertakings stand at 78,851 crore rupees, and the national unemployment rate is only 4.5 percent, Kerala’s has reached 20.7 percent, which is worrying. Therefore, the white paper emphasizes that merely reducing expenditure will not help, and that along with seeking new ways to increase revenue, an “integrated finance” must be created to settle liabilities.
This report puts forward several important recommendations regarding fiscal reforms. In particular, it states that if the retirement age of statutory pension recipients is raised from 56, savings of up to Rs. 6,000 crore can be achieved. The retirement age for contributory pension recipients is 60. At present, salaries and pensions account for three-fourths of the state’s expenditure. It is also recommended that, instead of the current practice in most places of delivering welfare pension payments directly through cooperative banks, they should be provided directly only through scheduled banks. It is stated that a study by a lead agency will be conducted to expand GST, and that special studies will be carried out to improve KSEB, the Water Authority, and KSRTC, while the benefits of K-DISC and K-Rail should be assessed. This white paper also recommends restructuring the planning board, introducing a file-time management system in the Secretariat, reviewing consultancy contracts, and restoring cordial relations with the central government.
Political leaders have expressed a range of opinions about this white paper. Speaking on the matter, Chief Minister V.D. Satheesan criticized it, saying, "This white paper is a mirror held up directly to the face of the previous government. They had been justifying their misgovernance with the usual Communist rhetoric." Former Finance Minister K.N. Balagopal, who responded to this, said, "This white paper has been prepared solely to seek justification for privatization. It has been proven through this that Kerala has not fallen into a debt trap." On this, BJP state president and MLA Rajeev Chandrasekhar said, "They say this white paper has only confirmed the things mentioned in the BJP election manifesto. From now on, they should cooperate realistically with the central government and move forward."
