Chennai: Until the final rules of the ‘TAPS’ pension scheme are issued, government employees and teachers who retired after January 1 last year will be given interim relief of 30 percent of their basic salary or Rs. 10,000, whichever is higher, the Tamil Nadu government has announced.
In order to fulfill the long-standing demand of government employees and teachers, on January 4, 2025, the then Chief Minister M.K. Stalin announced a new pension scheme called the Tamil Nadu Assured Pension Scheme (“TAPS”). Although the government order for it was issued, the guidelines for implementing the scheme were not released.
As the final rules and calculation procedures for the “TAPS” pension scheme are being formulated, the Tamil Nadu government has announced that an interim relief amount will be provided to protect the livelihood of employees retiring during the intervening period.
In this regard, the Government Order issued by Finance Secretary M.A. Siddique states: The final rules of the ‘TAPS’ pension scheme have been announced, and time will be required to determine pension at 50 percent of each employee’s last drawn basic pay. Therefore, it has been decided to provide an interim cost-of-living support allowance to employees who retire after 1.1.2026.
Accordingly, 30 percent of the last basic salary received by a retired employee, or Rs. 10,000, whichever is higher, will be determined as the interim relief amount. In addition, it will also be paid as per the dearness allowance rate in force. This interim relief scheme applies to those who were appointed on or after 1.4.2003 on a regular pay scale and were under the Contributory Pension Scheme (CPS).
This applies only to those who remain in service on 1.1.2026 and thereafter retire on attaining the age of superannuation, those who have completed at least 10 years of qualifying service, and the eligible family members of government employees who died while in service. At the same time, it does not apply to those who retired from service before 1.1.2026 or those who left service. This is what it states.
Government Employees’ Opinion: Regarding this, Tamil Nadu Secretariat Association president K. Venkatesan said, “The temporary arrangement of providing an interim relief amount is welcome. However, the government order does not mention anything about the commutation amount, through which government employees receive a portion of their pension in advance, or about gratuity, which is disappointing. As promised in the election manifesto, the TVK government should implement the old pension scheme. An announcement regarding this should be made in the upcoming budget session itself,” he said.
Speaking, Tamil Nadu Government College Teachers Association general secretary So. Suresh said, “The government should quickly release the full rules and regulations for the TAPS pension scheme. The TVK government should implement the old pension scheme as mentioned in its election manifesto.”

‘டேப்ஸ்’ ஓய்வூதிய திட்டத்தின் இறுதி விதிகள் மற்றும் கணக்கீட்டு நடைமுறைகள் உருவாக்கப்பட்டுவரும் நிலையில், இடைப்பட்ட காலத்தில் ஓய்வுபெறும் ஊழியர்களின் வாழ்வாதாரத்தைப் பாதுகாக்கும் வகையில் இடைக்கால நிவாரணத்தொகை வழங்கப்படும் என தமிழக அரசு அறிவித்துள்ளது.
இதுதொடர்பாக நிதித்துறை செயலர் எம்.ஏ.சித்திக் வெளியிட்டுள்ள அரசாணையில் கூறியிருப்பதாவது: ‘டேப்ஸ்’ ஓய்வூதியத் திட்டத்தின் இறுதி விதிகள் அறிவிக்கப்பட்டு, ஒவ்வொரு ஊழியருக்கும் அவர்கள் கடைசியாகப் பெற்ற அடிப்படைச் சம்பளத்தில் 50 சதவீதம் ஓய்வூதியமாக நிர்ணயிக்கும் பணிக்கு காலஅவகாசம் தேவைப்படும். எனவே, 1.1.2026-க்குப் பிறகு ஓய்வுபெற்ற ஊழியர்களுக்கு இடைக்கால வாழ்வாதார ஆதரவுத்தொகை வழங்க முடிவுசெய்யப்பட்டுள்ளது.

அரசு ஊழியர்கள் கருத்து: இதுகுறித்து தமிழ்நாடு தலைமைச் செயலக சங்கத் தலைவர் கு.வெங்கடேசன் கூறும்போது, “இடைக்கால நிவாரணத்தொகை வழங்கும் தற்காலிக ஏற்பாடு வரவேற்கத்தக்கது. ஆனால், அரசு ஊழியர்கள் ஓய்வூதியத்தில் ஒரு பகுதியை முன்கூட்டியே பெறும் கம்யூட்டேசன் தொகை குறித்தோ, பணிக்கொடை பற்றியோ அரசாணையில் எதுவும் குறிப்பிடாதது ஏமாற்றம் அளிக்கிறது. தேர்தல் வாக்குறுதி அளித்தபடி தவெக அரசு, பழைய ஓய்வூதிய திட்டத்தை நடைமுறைப்படுத்த வேண்டும். வரும் பட்ஜெட் கூட்டத் தொடரிலேயே அதுதொடர்பான அறிவிப்பை வெளியிட வேண்டும்” என்றார்.
தமிழ்நாடு அரசு கல்லூரி ஆசிரியர் கழக பொதுச்செயலாளர் சோ.சுரேஷ் கூறும்போது, “டேப்ஸ் ஓய்வூதிய திட்டத்துக்கான முழு விதிமுறைகளையும் அரசு விரைந்து வெளியிட வேண்டும். தவெக அரசு தனது தேர்தல் அறிக்கையில் குறிப்பிட்டுள்ளவாறு பழைய ஓய்வூதியத் திட்டத்தை அமல்படுத்த வேண்டும்’’ என்றார்.
