A complaint was raised that irregular financial transactions took place between CMRL, a private mineral company based in Kochi, Kerala, and “Exalogic Solutions,” an information technology company owned by Veena, the daughter of former Chief Minister Pinarayi Vijayan. The Enforcement Directorate has alleged that, through Veena, Chief Minister Pinarayi Vijayan received Rs. 3.28 crore as a bribe from CMRL, and that this bribe money was illegally smuggled to Dubai by Pinarayi Vijayan’s son-in-law and former minister Mohammed Riyas, along with Veena and their friends. The Enforcement Directorate had also sent a letter to the Kerala DGP on September 8, asking that a vigilance case be registered in this regard. While the Kerala Police were conducting an investigation, K.M. Shajahan filed a petition in the Kerala High Court seeking an order to directly register an FIR based on the Enforcement Directorate’s letter. After hearing the case, the court ordered that the police could directly register an FIR against both of them based on the Enforcement Directorate’s letter.

Following this, the Vigilance Department has registered a case against Pinarayi Vijayan, his daughter Veena, and his son-in-law and former minister Mohammed Riyas. The FIR states that Pinarayi Vijayan misused his official position and, through his daughter, received around Rs. 3.28 crore as a bribe. In this case, Pinarayi Vijayan has been named the first accused and his daughter Veena the second accused. In addition, cases have been filed under the Prevention of Corruption Act against Exalogic, CMRL Managing Director S.N. Sasidharan Kartha, P. Suresh Kumar, and M. Power India Capital Limited. The Anti-Corruption Bureau has also registered another separate FIR in connection with amassing assets disproportionate to income and illegal foreign hawala transactions. In this, Pinarayi Vijayan’s son-in-law and former minister P.A. Mohammed Riyas has been named the first accused, and his wife Veena the second accused. It is alleged that during Mohammed Riyas’s tenure as minister, money illegally earned was smuggled to Dubai through hawala in collusion with associates. Funds were transferred through shell companies under the pretext of starting a garment export business in Dubai. It has also been reported that for this purpose, Veena traveled to Dubai separately in 2024 and also together with Mohammed Riyas.

It has been revealed that the 'Red Book' diary containing handwritten notes seized during the Enforcement Directorate's earlier raid at Veena's house contains detailed accounts of hawala transactions worth several crores of rupees. It has also been found that a 16-member WhatsApp group called ‘Nammal Pappur Core Team’ was created and operated to coordinate these hawala money transfers. In this case, Shajal Mohammed, P. Nikhil, Hasan Waris, V.P. Baijas, M. Nandulal, and Subair Karuvampoyil have also been added as accused.
Cases have been registered under various stringent provisions of the Prevention of Corruption Act and the Bharatiya Nyaya Sanhita Act for abuse of authority, criminal conspiracy, fraud, and accumulation of assets disproportionate to income.
