PMK leader Anbumani has said that the Thirupugal committee should release a report stating that cloudbursts may increase in Chennai and that flood-prevention work should be improved. In a statement issued in this regard, he said, ``In the 24 hours ending at 8.30 a.m. today, Chennai recorded as much as 36.34 cm of rain in Parry's Corner alone. Rainfall of 34.44 cm was recorded in Kathivakkam, 27.45 cm in Chennai Central, 22.41 cm in Thiruvottiyur, and 21.58 cm in Ennore. It is noteworthy that rainfall equivalent to a cloudburst has been recorded in many parts of Chennai.

While Chennai received heavy rainfall overall, Kathivakkam recorded more than 15 cm in an hour, and Meenambakkam and Sathangadu received more than 10 cm in an hour. Parry's Corner, Tiruvottiyur, Ennore, and Kargil Nagar recorded slightly less than 10 cm. It was no surprise at all that Chennai was drenched as if a cloudburst had occurred.
For more than the past five years, the Pattali Makkal Katchi has been warning that climate change could lead to cloudburst-like conditions in Chennai, and that flood-prevention and stormwater drainage infrastructure must be strengthened to deal with them. Yesterday’s rainfall has only confirmed that warning. Since there is also an El Niño impact this year, there is a risk that the situation could worsen. Taking these factors into account, the government must further intensify flood-prevention measures.
Last night’s rain in Chennai caused flooding in many parts of the city. In the coming days, there is a possibility of even heavier rainfall than what fell yesterday. Climate change, which is threatening the world, could cause damage beyond anyone’s imagination. Keeping that in mind, it is the government’s duty to take flood prevention measures.
Among the recommendations given to the Tamil Nadu government for carrying out flood-prevention measures in Chennai, the most important were those submitted by the committee headed by disaster management expert Thirupugal. The Thirupugal committee, formed in November 2021, conducted various field studies and analyzed the data obtained from them for a total of 17 months until March 2023, and submitted its final report in March 2023. However, even after 43 months since then, that report has still not been released.

It was stated in the previous DMK government that the Thiruppugazh committee report contained a total of 161 recommendations, and that 101 of them were being implemented. But what were the 161 recommendations in the report? What were the 101 recommendations that were implemented? No one knows. Even after the DMK government ended and the TVK government came to power, the same situation continues. Chennai city must not be submerged in floods again.
Considering this as well, and the high likelihood of a cloudburst-like situation occurring in Chennai, the necessary precautionary measures should be taken. The government should release the Thiruppugazh committee’s report and, based on the recommendations contained in it, improve Chennai’s flood prevention and rainwater drainage infrastructure."
