The statement made by Minister V.K. Rajiv that the use of soap and shampoo is the reason for the foaming in rivers including the Noyyal flowing in Tiruppur has sparked controversy. Many people have been condemning the minister’s remarks.
PMK leader Anbumani Ramadoss has also condemned this. In a statement he released on the matter, he said, "It is shocking that Minister Dr. V.K. Rajiv has said that the use of soap and shampoo is the reason for the foaming in rivers including the Noyyal flowing in Tiruppur.
It is regrettable and concerning that this statement was made by the Tamil Nadu Minister for Environment, Climate Change, and Pollution Control.

Even small children know that the reason for foam forming in rivers like the Noyyal is the discharge of waste into them. In the Coimbatore, Tiruppur, and Karur districts, the uncontrolled discharge of dyeing unit effluents into the Noyyal River is what causes the foam to surge.
It is well known that the reason farmers are protesting against opening the Orathuppalayam dam, built across the Noyyal River, is that dyeing unit effluents have mixed into that dam.
The reason foam overflows in the Kelavarapalli dam on the Thenpennai River is the waste discharged into that river in Karnataka. I have personally inspected these two rivers several times and have instructed that action be taken to stop waste from being discharged into them.
The Supreme Court has also issued several orders in this regard to the Tamil Nadu and Karnataka governments. Even after all this, it is shocking that a minister responsible for cleaning up those rivers has said this.
Everyone should take note of the context in which the Environment Minister made these remarks. After inspecting the dye effluent treatment facilities at the Tiruppur Kasipalayam common effluent treatment plant, he not only praised the dye effluent treatment centers in Tiruppur for functioning well, but also said this after assuring that steps would be taken to fulfill the demands of dyeing mill owners.

Looking at it that way, one begins to wonder whose voice the minister is echoing. In Tamil Nadu, urgent measures need to be taken to prevent various kinds of waste, including dyeing-unit effluents, urban sewage, and solid waste, from mixing into rivers and other water bodies.
In such a situation, instead of joking that soap and shampoo are the reason for foam forming in rivers, the Environment Minister should take action to protect the rivers," he has urged.
