Who is the new mayor? – Elections for 29 municipal corporations including Mumbai on January 15
The term of office for municipal corporations across Maharashtra, including the Mumbai Municipal Corporation, ended in 2022. However, elections have not been held for the past three years. The elections were postponed due to a pending Supreme Court case regarding the percentage of reservation to be provided in local bodies. Recently, the Supreme Court ordered the Maharashtra State Election Commission to conduct and complete the local body elections by the end of January. The BJP is actively working with the aim of winning this election at any cost. Capturing the Mumbai municipal corporation, considered the wealthiest municipal corporation in the country, is a long-term plan of the BJP. Until 2019, when the BJP and Shiv Sena parties were in alliance, the Mumbai Municipal Corporation was governed solely by Shiv Sena. However, now Shiv Sena has split into two. The Shiv Sena led by Eknath Shinde is in alliance with the BJP. Additionally, the Nationalist Congress Party led by Ajit Pawar is also now in alliance with the BJP. The BJP believes it can use this to secure a victory.
Similarly, the Shiv Sena led by Uddhav Thackeray is also determined to capture the Mumbai Municipal Corporation this time. For this reason, after 20 years, Uddhav Thackeray has allied with his uncle's son Raj Thackeray's party. Although the Thackeray brothers being united strengthens the opposition alliance, the Congress is hesitant to join this alliance. மும்பை மாநகராட்சி உட்பட மகாராஷ்டிரா முழுவதும் உள்ள மாநகராட்சிகளின் பதவிக்காலம் கடந்த 2022ம் ஆண்டே முடிந்துவிட்டது. ஆனால் கடந்த 3 ஆண்டுகளாக தேர்தல் நடத்தப்படாமல் இருந்தது. உள்ளாட்சி அமைப்புகளில் எத்தனை சதவீதம் இட ஒதுக்கீடு வழங்க வேண்டும் என்பது தொடர்பான வழக்கு சுப்ரீம் கோர்ட்டில் நிலுவையில் இருந்த காரணத்தால் தேர்தல் தள்ளிப்போய்க்கொண்டே இருந்தது. சமீபத்தில் உள்ளாட்சி அமைப்புகளுக்கு ஜனவரி மாத இறுதிக்குள் தேர்தலை நடத்தி முடிக்க மகாராஷ்டிரா மாநில தேர்தல் ஆணையத்திற்கு சுப்ரீம் கோர்ட் உத்தரவிட்டு இருந்தது.
அதன் அடிப்படையில் முதல் கட்டமாக மாநிலம் முழுவதும் உள்ள நகராட்சிகளுக்கு கடந்த 2ம் தேதி தேர்தல் நடந்து முடிந்துள்ளது. இத்தேர்தலில் பதிவான வாக்குகள் வரும் 21ம் தேதி எண்ணப்பட இருக்கிறது. அடுத்த கட்டமாக மும்பை உட்பட மாநிலம் முழுவதும் இருக்கும் 29 மாநகராட்சிகளுக்கு தேர்தல் அறிவிக்கப்பட்டுள்ளது.
இத்தேர்தல் வரும் ஜனவரி 15ம் தேதி நடைபெறுகிறது. இத்தேர்தலோடு சேர்த்து 336 பஞ்சாயத்து சமிதிகள், 32 மாவட்ட கவுன்சில்களுக்கும் அதேநாளில் தேர்தல் நடக்கிறது.
தேர்தலில் பதிவாகும் வாக்குகள் அடுத்த நாளே எண்ணப்படுகிறது. இத்தேர்தலில் எப்படியும் வெற்றி பெற வேண்டும் என்ற நோக்கில் பா.ஜ.க தீவிரமாக செயல்பட்டு வருகிறது. நாட்டில் மிகவும் பணக்கார மாநகராட்சியாக கருதப்படும் மும்பை மாநகராட்சியை பிடிக்க வேண்டும் என்பது பா.ஜ.கவின் நீண்ட கால திட்டமாகும். கடந்த 2019ம் ஆண்டு வரை பா.ஜ.க மற்றும் சிவசேனா கட்சிகளின் கூட்டணி இருந்தவரை மும்பை மாநகராட்சியை ஒன்றுபட்ட சிவசேனாதான் ஆட்சி செய்து வந்தது.
ஆனால் இப்போது சிவசேனா இரண்டாக உடைந்துவிட்டது. ஏக்நாத் ஷிண்டே தலைமையிலான சிவசேனா பா.ஜ.கவோடு கூட்டணியில் இருக்கிறது. இது தவிர அஜித் பவார் தலைமையிலான தேசியவாத காங்கிரஸ் கட்சியும் இப்போது பா.ஜ.க கூட்டணியில் இருக்கிறது. இதை பயன்படுத்தி வெற்றி பெற்றுவிட முடியும் என்று பா.ஜ.க கருதுகிறது. இதே போன்று உத்தவ் தாக்கரே தலைமையிலான சிவசேனாவும் இம்முறையும் மும்பை மாநகராட்சியை பிடிக்க வேண்டும் என்பதில் உறுதியாக இருக்கிறது. இதற்காக 20 ஆண்டுகளுக்கு பிறகு உத்தவ் தாக்கரே தனது சித்தப்பா மகன் ராஜ் தாக்கரே கட்சியுடன் கூட்டணி சேர்ந்துள்ளார்.
தாக்கரே சகோதரர்கள் ஒன்று சேர்ந்து இருப்பது எதிர்க்கட்சி கூட்டணிக்கு பலமாக அமைந்தாலும், இக்கூட்டணியில் சேர காங்கிரஸ் தயக்கம் காட்டி வருகிறது. நாங்கள் மும்பை மாநகராட்சி தேர்தலில் தனித்து போட்டியிடுவோம் என்று காங்கிரஸ் கூறிக்கொண்டிருக்கிறது. தற்போது தேர்தல் அறிவிக்கப்பட்டுள்ளதால் வரும் நாட்களில் கூட்டணி பேச்சுவார்த்தை தீவிரம் அடையும் என்று காங்கிரஸ் தலைவர்கள் தெரிவித்துள்ளனர். பா.ஜ.க கூட்டணியில் தங்களது கட்சிக்கு கடந்த முறை சிவசேனா வெற்றி பெற்ற அனைத்து வார்டுகளையும் கொடுக்கவேண்டும் என்று ஏக்நாத் ஷிண்டே விருப்பம் தெரிவித்துள்ளார்.
ஆனால் கடந்த முறை வெற்றி பெற்ற கவுன்சிலர்களில் பாதிப்பேர் கூட ஏக்நாத் ஷிண்டே அணியில் இல்லை. அதனை சுட்டிக்காட்டி வார்டுகளின் எண்ணிக்கையை குறைத்துக்கொடுக்க பா.ஜ.க முயன்று வருகிறது. மும்பையில் மொத்தம் 227 வார்டுகள் இருக்கிறது.
இதற்கு கடைசியாக கடந்த 2017ம் ஆண்டு தேர்தல் நடந்தது. மாநிலம் முழுவதும் உள்ள 29 மாநகராட்சிகளிலும் சேர்த்து 3.48 கோடி வாக்காளர்கள் வாக்களிக்க இருக்கின்றனர்.
தேர்தலுக்கான வேட்பு மனுத்தாக்கல் வரும் 23ம் தேதி தொடங்குகிறது. டிசம்பர் 30ம் தேதி வேட்பு மனுத்தாக்கல் முடிவடைகிறது. வேட்பு மனுவை திரும்ப பெற ஜனவரி 2ம் தேதி கடைசி நாளாகும். வேட்பாளர்களுக்கு ஜனவரி 3ம் தேதி சின்னம் ஒதுக்கப்படுகிறது. மின்னணு வாக்குப்பதிவு முறையில் தேர்தல் நடைபெறும் என்று மாநில தேர்தல் அதிகாரி தினேஷ் வாக்மாரே தெரிவித்தார்.
