The current government in Kerala, led by Chief Minister V.D. Satheesan of the Kerala Congress, has decided to continue implementing the PM-SHRI education scheme, for which the previous LDF government had already signed an agreement with the central government. Taking into account the Rs. 99 crore already released by the central government and the Rs. 106 crore now approved, the government has put forward two key conditions for implementing the scheme. Speaking to reporters after the cabinet meeting, Chief Minister V.D. Satheesan said, "The central government must not interfere in any way with the state government's freedom to determine the school curriculum. Likewise, the state government must have full authority to select the schools that will implement the PM-SHRI scheme. We will implement the scheme only if these two conditions are accepted. We will move forward with this only after ensuring the state's educational autonomy, without yielding to communal agendas. If the central government does not accept the conditions, further decisions will be taken."
A cabinet subcommittee has been formed to examine the procedures for implementing this project and to convey the government's policy decisions to the central government. Education Minister N. Samsudheen has been appointed as the coordinator, and Ministers Rosy M. John, P.C. Vishnunath, and M. Liju are members of the committee.
Since the LDF government itself signed the agreement for this project during its tenure, Kerala has become part of this project, said V.D. Satheesan. He also said that by signing the agreement, the government has received more than Rs. 99 crore in funds that had been withheld under the Samagra Shiksha scheme, and that an additional Rs. 106 crore has now been approved. He further said that consultations have been held on this with the chief ministers of non-BJP-ruled states, and that a joint decision will be taken in a way that does not affect the states’ educational rights.
Chief Minister V.D. Satheesan, who criticized the functioning of the previous Pinarayi Vijayan government, alleged, ``While the LDF government had been saying that it would not sign this project, the agreement has been signed secretly with the approval of the Finance Department. This happened without even the cabinet members knowing about it, and with the knowledge of the Chief Minister and the Education Minister.''
Meanwhile, the government side has pointed out that the pending Rs. 1,100 crore “Samagra Shiksha” funds are not a favor from the central government, but a right of the state. V.D. Satheesan noted that the previous government had not sent any letter saying it was withdrawing from the PM-SHRI scheme, and that the letter had been sent only to temporarily defer it. Responding to the Chief Minister’s allegation, former Education Minister V. Sivankutty said, “The LDF government has not taken even a single paisa from the PM-SHRI scheme. The funds received for the Samagra Shiksha scheme have nothing to do with this. The Chief Minister is speaking without knowing the actual facts.”

இத்திட்டத்தைச் செயல்படுத்துவதற்கான நடைமுறைகளை ஆய்வு செய்யவும், அரசின் கொள்கை முடிவுகளை மத்திய அரசுக்குத் தெரிவிக்கவும் அமைச்சரவை துணைக் குழு ஒன்று உருவாக்கப்பட்டுள்ளது. கல்வித் துறை அமைச்சர் என்.சம்சுதீன் ஒருங்கிணைப்பாளராகவும், அமைச்சர்கள் ரோசி எம்.ஜான், பி.சி.விஷ்ணுநாத், எம்.லிஜு ஆகியோர் உறுப்பினர்களாகவும் இந்தக் குழுவில் இடம்பெற்றுள்ளனர்.
எல்.டி.எஃப் அரசு பதவிக்காலத்திலேயே இத்திட்டத்திற்கான ஒப்பந்தத்தில் கையெழுத்திட்டுள்ளதால், கேரளம் இந்தத் திட்டத்தின் ஓர் அங்கமாகிவிட்டது என்று குறிப்பிட்ட வி.டி.சதீசன், ஒப்பந்தத்தில் கையெழுத்திட்டதன் மூலமாகவே சமக்ர சிக்ஷா திட்டத்தின் கீழ் நிறுத்தி வைக்கப்பட்டிருந்த ரூ.99 கோடிக்கும் அதிகமான நிதியை அரசு பெற்றுள்ளதாகவும், தற்போது கூடுதலாக ரூ.106 கோடி அனுமதிக்கப்பட்டுள்ளதாகவும் தெரிவித்துள்ளார். மேலும், பா.ஜ.க அல்லாத ஆளும் மாநிலங்களின் முதலமைச்சர்களுடன் இது குறித்து ஆலோசனை நடத்தியுள்ளதாகவும், மாநிலங்களின் கல்வி உரிமைகளைப் பாதிக்காத வகையில் கூட்டாக முடிவெடுக்கப்படும் என்றும் அவர் கூறினார்.
முந்தைய பினராயி விஜயன் அரசின் செயல்பாடுகளை விமர்சித்த முதலமைச்சர் வி.டி.சதீசன், “இத்திட்டத்தில் கையெழுத்திட மாட்டோம் என்று எல்.டி.எஃப் அரசு கூறி வந்த நிலையில், நிதித் துறையின் அனுமதியுடன் ரகசியமாக ஒப்பந்தம் கையெழுத்திடப்பட்டுள்ளது. அமைச்சரவை உறுப்பினர்களுக்கே தெரியாமல், முதலமைச்சர் மற்றும் கல்வி அமைச்சருக்குத் தெரிந்தே இது நடந்திருக்கிறது” என்று குற்றம் சாட்டினார்.
இதனிடையே, நிலுவையில் உள்ள ரூ.1100 கோடி ‘சமக்ர சிக்ஷா’ நிதி என்பது மத்திய அரசின் கருணையல்ல, மாநிலத்தின் உரிமை என்று அரசு தரப்பில் சுட்டிக்காட்டப்பட்டுள்ளது. பி.எம்-ஸ்ரீ திட்டத்தில் இருந்து விலகுவதாக முந்தைய அரசு எந்தக் கடிதத்தையும் அனுப்பவில்லை என்றும், தற்காலிகமாகத் தள்ளிவைக்கவே கடிதம் அனுப்பப்பட்டிருந்தது என்றும் வி.டி.சதீசன் குறிப்பிட்டார். முதல்வரின் குற்றச்சாட்டுக்கு பதிலளித்துப் பேசிய முன்னாள் கல்வி அமைச்சர் வி.சிவக்குட்டி, “பி.எம்-ஸ்ரீ திட்டத்திலிருந்து எல்.டி.எஃப் அரசு ஒரு பைசாகூட வாங்கவில்லை. சமக்ர சிக்ஷா திட்டத்திற்கு கிடைத்த நிதிக்கும் இதற்கும் எந்தத் தொடர்பும் இல்லை. உண்மை நிலையைத் தெரிந்து கொள்ளாமல் முதலமைச்சர் பேசுகிறார்” என்றார்.
