The people living in the area where the Thenpennai River flows through Chinnamuthur panchayat in Krishnagiri district lived peacefully by farming, growing paddy and rain-fed crops.
When the government planned to build a dam there in 1952, the residents living in that area were evicted.
The displaced people were given land in other areas adjoining the forest, such as Chokkadi, Usthalalli, and Nellur. Some families were allotted land on Chokkadi hill, which falls under the Alapatti forest range, but no patta was issued.
At that time, government officials assured them, “Stay there for now; we will issue the patta later.” Trusting this, the farmers who settled in the forest areas along the hill have been unable to receive any government benefits because they do not have a patta and are being left to suffer.
For more than 75 years, they have been walking to the offices asking for patta, but the officials have not paid any attention.
After that, the officials who came said, "We will issue pattas only to those who gave land, not to their heirs," and following this condition, they went to court.
Finally, accepting the farmers' long-standing demand, the Tamil Nadu government, through the district administration, recently carried out digital survey work in this area. Based on that, the district administration decided to issue pattas to 102 people.
At present, all preparations are in place to issue pattas to only 92 people. However, in the matter of issuing pattas to the remaining 10 people, the forest officer of the concerned forest area has been delaying by not granting permission, and as a result, the distribution of pattas that should be issued to all 102 people has currently been stalled.
Speaking about this, the local people said, "We gave our lands for the dam and have been struggling for 75 years. Even though the government is now ready to issue pattas, the delay is due to the stubbornness of forest department officials.
Because we do not have pattas, we are unable to get education loans for our children’s higher studies. There is no way to obtain other loans from banks or government benefits. Since documents such as patta, chitta, and adangal are not mandatory to receive the free paddy and subsidized items provided by the agriculture department, the very lives of those of us who gave land for the dam have now become a question mark.
The Chief Minister of Tamil Nadu and the district administration should immediately intervene and take action to issue us pattas," they said with anguish.

ஒருவழியாக விவசாயிகளின் நீண்ட கால கோரிக்கையை ஏற்று, தமிழக அரசு, மாவட்ட நிர்வாகம் மூலம் சமீபத்தில் இப்பகுதியில் மின்னணு அளவீடு (Digital Survey) பணிகளை மேற்கொண்டன. அதனடிப்படையில் 102 நபர்களுக்கு பட்டா வழங்க மாவட்ட நிர்வாகம் முடிவு செய்தது.

பட்டா இல்லாததால் எங்கள் பிள்ளைகளின் உயர் கல்விக்குக் கல்விக்கடன் பெற முடிவதில்லை. வங்கிகளில் இதர கடன்களோ அல்லது அரசின் சலுகைகளோ பெற வழியில்லை. வேளாண்மைத்துறை சார்பில் வழங்கப்படும் இலவச நெல் மற்றும் மானியப்பொருட்களைப் பெற பட்டா, சிட்டா, அடங்கல் போன்ற ஆவணங்கள் கட்டாயம் இல்லாததால் அணைக்காக நிலம் கொடுத்த எங்களின் வாழ்க்கையே இன்று கேள்விக்குறியாக மாறியுள்ளது.
தமிழக முதல்வரும், மாவட்ட நிர்வாகமும் உடனடியாக தலையிட்டு எங்களுக்குப் பட்டா வழங்க நடவடிக்கை எடுக்க வேண்டும்” என்றனர் வேதனையுடன்.
