Protests and debates
As the Tamil Nadu assembly elections approach, protests have involved everyone from government employees to Anganwadi workers. While some of these protests have temporarily ended, others continue. Meanwhile, there is debate on social media that these protests are being deliberately orchestrated to create a negative image of the ruling government. On the other hand, it is argued in discussions that these protests are being carried out on the basis that demands must be met before the elections. Nurses are protesting—so what if the related protesters themselves have already spoken about this?
This article was created in response to the question I raised. We spoke with a representative of government employees who have partially achieved their demands through struggle. First, we spoke with K. Arumuga Nainar, Secretary of the Tamil Nadu State Transport Federation of CITU, a major national trade union center in India.
AIADMK took away the pension! In the interim budget of the Tamil Nadu government, a partial victory has been achieved for the 22-year-long struggle of government employees. The assurance that pension will be provided upon retirement has now been secured. However, the major drawback is the 10% deduction from workers' salaries. Such a deduction was not present in the old pension scheme.
While welcoming this progress, we will continue to press on to eliminate the shortcomings within it. All the struggles conducted during election time are the result of a long-term fight. K. Arumugam Nainar has been raising these demands for the past 3 to 4 years. The protests have intensified now only because pressure is applied as the election approaches, based on the political reality that the government will act only under pressure. Where is the opposition's instigation in this? To add further, it was the AIADMK government that took away the pension. Even though they were in power for 10 years, they did not fulfill these demands.
These announcements have come because pressure was applied to the current government. Ordinary people engage in road blockades for basic necessities like water supply and road facilities. Similarly, the employees' struggle is the same. Protest is our last weapon. The government comes forward to fulfill demands only after realizing that our protest will affect normal life. Likewise, we do not suddenly start any protest. We inform the public properly, give notice, and after giving time to both the public and the government, we take to the streets. Once announced in the budget and a government order is issued, it is difficult for the subsequent government to change it.
"If we go beyond, we will get a strong grip either by going to court or fighting again. Because of that, various struggles are being carried out department-wise," he said. “தமிழ்நாடு அரசின் இடைக்கால பட்ஜெட்டில் அரசு ஊழியர்களின் 22 ஆண்டுக்காலப் போராட்டத்துக்கு ஒரு பகுதி வெற்றி கிடைத்திருக்கிறது. ஓய்வு பெற்றால் ஓய்வூதியம் உண்டு என்கிற உத்தரவாதம் இப்போது கிடைத்துள்ளது. இருப்பினும், தொழிலாளர்களின் ஊதியத்தில் 10% பிடித்தம் செய்வது இதில் உள்ள முக்கிய குறைபாடு.

கடந்த 3, 4 ஆண்டுகளாகவே இந்தக் கோரிக்கைகளை முன்வைத்து வருகிறோம். தேர்தல் நெருங்கும் வேளையில் அழுத்தம் கொடுத்தால் மட்டுமே அரசு பணியும் என்ற அரசியல் யதார்த்தத்தின் அடிப்படையிலேயே இப்போது போராட்டங்கள் தீவிரமடைந்துள்ளன. இதில் எங்கு எதிர்க்கட்சிகளின் தூண்டுதல் இருக்கிறது? இன்னும் சொல்வதானால், ஓய்வூதியத்தைப் பறித்ததே அ.தி.மு.க அரசுதான். 10 ஆண்டுகள் ஆட்சியில் இருந்தும் அவர்கள் கோரிக்கைகளை நிறைவேற்றவில்லை. தற்போதுள்ள அரசுக்கு உரிய அழுத்தத்தைத் தந்ததாலேயே இந்த அறிவிப்புகள் வந்துள்ளன.
தண்ணீர் வசதி, சாலை வசதி என அடிப்படைத் தேவைகளுக்காகச் சாமானிய மக்களே சாலைமறியலில் ஈடுபடுவதுண்டு. அதேபோல்தான் ஊழியர்களின் போராட்டமும். போராட்டம் என்பது எங்களின் கடைசி ஆயுதம். எங்களின் போராட்டத்தால் இயல்பு வாழ்க்கை பாதிக்கும் என்பதை உணர்ந்துதான் அரசு கோரிக்கைகளை நிறைவேற்ற முன்வருகிறது. அதேபோல நாங்களும் திடீரென எந்தப் போராட்டத்தையும் நடத்துவதில்லை. உரியமுறையில் பொதுமக்களுக்கு அறிவித்து, நோட்டீஸ் கொடுத்து, பொதுமக்களுக்கும் அரசுக்கும் அவகாசம் வழங்கிய பிறகே களமிறங்குகிறோம்.

“எங்களின் போராட்டத்தில் நாங்கள் எந்தப் புதிய கோரிக்கைகளையும் முன்வைக்கவில்லை. தி.மு.க தனது தேர்தல் அறிக்கையில் 313-வது வாக்குறுதியாக அளித்த ‘அங்கன்வாடி மற்றும் சத்துணவு ஊழியர்களைப் பணி நிரந்தரம் செய்து, காலமுறை ஊதியம் வழங்குவோம்’ என்ற வாக்குறுதியைத்தான் நிறைவேற்ற வேண்டும் எனக் கேட்கிறோம்.
நான்கு ஆண்டுகளாகியும் இன்னும் அந்த வாக்குறுதி நிறைவேற்றப்படவில்லை. எனவே, இப்போது கேட்காமல் வேறு எப்போது கேட்பது? எங்கள் போராட்டமும் திடீரென வீதிக்கு வரவில்லை. இது எங்களின் ஐந்தாம் கட்டப் போராட்டம். முதல்வர் ஸ்டாலின் ஆட்சிக்கு வந்த ஆறு மாதத்திலிருந்தே மெயில் மூலமாகவும், நேடியாகவும் கோரிக்கைகளை வலியுறுத்தி வருகிறோம். ‘நிதி பற்றாக்குறை உள்ளது, கால அவகாசம் கொடுங்கள்’ என்று அரசு கேட்டதால், நாங்கள் மனசாட்சியோடு இரண்டு ஆண்டுகள் பொறுமை காத்தோம். ஆனால், தொடர்ந்து ஏமாற்றமே மிஞ்சியதால் இப்போது போராட்டத்தைத் தீவிரப்படுத்தியுள்ளோம்.
சமீபத்திய பட்ஜெட் அறிவிப்புகள்கூட எங்களுக்கு மிகுந்த ஏமாற்றத்தையே தந்திருக்கிறது. தமிழகம் முழுவதும் ஒரு லட்சத்திற்கும் மேற்பட்ட மையங்கள் உள்ளன. அங்கெல்லாம் பெண்கள் பணியாற்றி வருகிறார்கள். இன்னும் காலம் கடந்துவிடவில்லை. அரசு செவிசாய்த்து எங்கள் கோரிக்கையை நிறைவேற்ற வேண்டும். மீண்டும் நாங்கள் ஏமாற்றப்பட்டால் எங்களின் களம் போராட்டக் களம் அல்ல, தேர்தல் களம்!” என்றார்.
அதைத் தொடர்ந்து, தமிழ்நாட்டில் அதிர்வலைகளை ஏற்படுத்திய மாற்றுத்திறனாளிகளின் போராட்டம் குறித்து, மாற்றுத்திறனாளிகள் சங்கத்தின் மாநிலச் செயலாளர் பகத் சிங்குடன் பேசினோம்.
“2021 தேர்தலுக்கு முன்பாக, உதவித் தொகை உயர்த்தித் தர வேண்டும் என நாங்கள் நடத்தியப் போராட்டத்துக்கு, அப்போது எதிர்க்கட்சித் தலைவராக இருந்த ஸ்டாலின் வந்தார். ‘ஆட்சிக்கு வந்தவுடன் உதவித்தொகை உயர்த்தி வழங்கப்படும்’ என உறுதியளித்தார்.
ஆனால், ஆட்சிக்கு வந்து கொரோனா மற்றும் நிதிச்சுமையைக் காரணம் காட்டி, வெறும் ரூ.500 உயர்த்திவிட்டு, `படிப்படியாக உயர்த்துவோம்’ எனக் கூறினார். ஆனால், அரசு காலம் தாழ்த்தியதே இன்றைய போராட்டத்திற்கு வித்திட்டது. கடந்த ஒன்றரை ஆண்டுகளில் பலகட்டப் போராட்டங்களை நடத்தியிருக்கிறோம்.
உதவித்தொகை கோரி விண்ணப்பித்துக் காத்திருப்பவர்களுக்காக மாவட்ட ஆட்சியர் அலுவலகங்களில் மனு அளிக்கும் போராட்டம், மாநிலம் தழுவிய கவன ஈர்ப்பு ஆர்ப்பாட்டங்கள், சென்னையில் வள்ளுவர் கோட்டத்தில் தர்ணா போராட்டம், கடந்த மாதம் தமிழகம் முழுவதும் சிறை நிரப்பும் போராட்டம் நடத்தினோம். அதன் இறுதி வாய்ப்பாகச் சென்னையில் முன்னெடுக்கப்பட்டதுதான் முற்றுகைப் போராட்டம்.
மகளிர் உரிமைத் தொகையை உயர்த்த வேண்டும் என்று எந்தப் பெண்களும் கேட்கவில்லை. ஆனால், அரசியல் லாபத்திற்காக அதனை உயர்த்தும் அரசு, வீதியில் இறங்கி 6 கட்டமாகப் போராடும் மாற்றுத்திறனாளிகளின் உதவித்தொகையை உயர்த்த ஏன் மறுக்கிறது? உழைக்கத் தகுதியுள்ளவர்களுக்கு ஒரு நீதி, உடல் ரீதியாகப் பாதிக்கப்பட்டவர்களுக்கு ஒரு நீதியா? மற்ற துறைகளில் அந்தந்த அமைச்சர்களைச் சந்தித்துப் பேச வாய்ப்பு உள்ளது. ஆனால், மாற்றுத்திறனாளிகள் துறை முதலமைச்சரிடம் இருப்பதால், அவரைச் சந்திப்பதில் உள்ள ‘புரோட்டோகால்’ சிக்கல்களே கோரிக்கைகள் தேங்கிப் போகக் காரணம்.
மாநிலம் முழுவதும் பல்லாயிரக்கணக்கானோர் கைதுசெய்யப்படும் தகவல் முதலமைச்சருக்குத் தெரியாது என்பதை ஒருபோதும் ஏற்க முடியாது. இது திட்டமிட்ட புறக்கணிப்பு.
அரசின் ஆயுட்காலம் இன்னும் சில வாரங்களே உள்ள நிலையில், இப்போது உத்தரவு வராவிட்டால் 2031 வரை காத்திருக்க வேண்டிய சூழல் ஏற்படும் என்பதே எங்களின் அச்சம். எங்களை ஏமாற்றினால், அடுத்த தேர்தல் களத்தில் மாற்றுத்திறனாளிகளின் வலி என்ன என்பதை அரசு உணரும்.” என்றார்.
எந்த ஒரு ஜனநாயக சமூகத்திலும் போராட்டம் என்பது வெறுமனே அரசுக்கு எதிரான கலகம் அல்ல. அது எளிய மக்களின் கடைசிப் புகலிடம். தற்போதைய சூழலில் நிலவும் இந்தப் போராட்டங்கள், ஏதோ ஓர் அரசியல் கட்சியின் தூண்டுதலால் உருவானவை என்று சுருக்கிப் பார்ப்பது, பல ஆண்டுக்காலமாக நீடிக்கும் அடிப்படைப் பிரச்னைகளைத் திசைதிருப்பும் முயற்சியாகவே அமையும்.
தேர்தல் நெருங்கும் வேளையில், வாக்குகளைத் தீர்மானிக்கும் சக்திகளாகத் தங்களைக் காட்டிக்கொள்ள வேண்டிய கட்டாயத்தில் ஊழியர்கள் உள்ளனர். அதே வேளையில், நிதி நெருக்கடி மற்றும் நிர்வாகச் சிக்கல்களுக்கு இடையே வாக்குறுதிகளைச் செயல்படுத்த வேண்டிய நெருக்கடியில் அரசு இருக்கிறது. ‘மக்களாட்சி’ என்பது வாக்குறுதிகளைத் தருவது மட்டுமல்ல, தந்த வாக்குறுதிகளைக் காலத்தே நிறைவேற்றுவதும்தான். ஊழியர்களின் இந்தக் குரல்கள் தேர்தல் களத்தில் எதிரொலிக்குமா அல்லது அதற்கு முன்பே அரசு ஒரு சுமுகத் தீர்வை எட்டுமா என்பதைப் பொறுத்திருந்துதான் பார்க்க வேண்டும்.
