At the public meeting held today at the Puducherry port ground, TVK leader Vijay spoke about the issues in the Puducherry state. Responding to these allegations, Home Minister Namachivayam criticized, "When did Vijay ever tour Puducherry and Karaikal? The free rice scheme is being distributed to every ration shop through the state government. It is meaningless for Vijay to speak without knowing this." Rangasamy – About 15 years ago in Puducherry, the distribution of essential items like wheat, maida, sugar, and oil in ration shops was stopped, and only rice was provided free—20 kg for red cardholders and 10 kg for yellow cardholders. In 2016, when Krishnapedi was the governor, he alleged massive corruption in rice procurement and ordered that payment be made to bank accounts instead of rice distribution. As a result, all ration shops operating in Puducherry were closed. Later, during the 2021 legislative assembly elections, the NR Congress-BJP alliance government promised to reopen ration shops if elected. No action was taken! Even after coming to power, no steps were taken to reopen the ration shops.
Following pressure from opposition parties to reopen ration shops, the free rice distribution work started from 2024. However, since the ration shops operated in rented buildings were not paid rent annually, their owners locked them up. Therefore, from that time, free rice was distributed only through government schools and the houses of village elders. But even that was not provided continuously; it was distributed only once every three or five months. After eight years, when ration shops resumed operations, and since those shops were relocated to different places, the scheme initially distributed rice only to houses in urban areas. Later, beneficiaries were called by phone and rice was distributed. Until now, in most places, there are no permanent ration shops, and rice is distributed only through government schools.
Since last Diwali, only free rice has been distributed monthly; no essential items have been provided. Essential items were distributed only during Diwali. Additionally, ration shop employees who are paid on a commission basis have not received salaries for five years.

புதுச்சேரியில் சுமார் 15 ஆண்டுகளுக்கு முன்பே ரேஷன் கடைகளில் கோதுமை, மைதா, சர்க்கரை, எண்ணெய் உள்ளிட்ட அத்தியாவசியப் பொருட்களின் விநியோகங்கள் நிறுத்தப்பட்டு, சிகப்பு அட்டைக்கு 20 கிலோ, மஞ்சள் நிற அட்டைக்கு 10 கிலோ என அரிசி மட்டுமே இலவசமாக வழங்கப்பட்டு வந்தது.
கடந்த 2016-ம் ஆண்டு கவர்னராக இருந்த கிரண்பேடி, அரிசி கொள்முதலில் மிகப்பெரிய அளவில் முறைகேடு நடப்பதாகக் கூறியதுடன், அரிசிக்கு பதிலாக வங்கிக் கணக்கில் பணம் செலுத்தும்படி உத்தரவிட்டார்.
அதன் காரணமாக புதுச்சேரியில் செயல்பட்டு வந்த ரேஷன் கடைகள் அனைத்தும் மூடப்பட்டன. அதன்பிறகு 2021 சட்டப்பேரவை தேர்தலின்போது என்.ஆர்.காங்கிரஸ் – பா.ஜ.க கூட்டணி அரசு ஆட்சிக்கு வந்தால், ரேஷன் கடைகள் மீண்டும் திறக்கப்படும் என்று வாக்குறுதி கொடுத்தார் ரங்கசாமி.
நடவடிக்கை எடுக்கப்படவில்லை!
ஆனால் அவர் ஆட்சிக்கு வந்த பிறகும் ரேஷன் கடைகளை திறப்பதற்கு எந்தவிதமான நடவடிக்கையும் எடுக்கப்படவில்லை. அதையடுத்து ரேஷன் கடைகளை திறக்க வேண்டும் என்று எதிர்கட்சிகள் தரப்பில் அழுத்தம் கொடுக்கப்பட்டதைத் தொடர்ந்து, கடந்த 2024 முதல் இலவச அரிசி வழங்கும் பணி துவங்கப்பட்டது.
ஆனால் வாடகைக் கட்டடங்களில் செயல்பட்டு வந்த ரேஷன் கடைகளுக்கு ஆண்டுக்கணக்கில் வாடகை கொடுக்கப்படாததால், அவற்றின் உரிமையாளர்கள் பூட்டு போட்டுவிட்டார்கள்.
அதனால் அப்போது முதல் அரசுப் பள்ளிகள், ஊர் முக்கியஸ்தர்களின் வீடுகளில் வைத்து இலவச அரிசி மட்டும் வழங்கப்பட்டது. ஆனால் அதுவும் தொடர்ச்சியாக வழங்கப்படவில்லை. மூன்று மாதங்களுக்கு ஒருமுறை, ஐந்து மாதங்களுக்கு ஒருமுறை மட்டுமே வழங்கப்பட்டு வந்தது.
எட்டு ஆண்டுகளுக்குப் பிறகு ரேஷன் கடைகள் செயல்பட்டதாலும், அந்தக் கடைகளும் வெவ்வேறு இடங்களுக்கு மாற்றப்பட்டதாலும் திட்டம் ஆரம்பிக்கும்போது மட்டும் நகர்ப்புறத்தில் வீடுகளுக்கு வழங்கப்பட்டன. அதன்பிறகு பயனாளர்களுக்குப் போன் செய்து வரவழைத்து விநியோகிக்கப்பட்டது.
தற்போது வரை பெரும்பாலான இடங்களில் நிரந்தர ரேஷன் கடைகள் இல்லாமல், அரசுப் பள்ளிகள் மூலம்தான் அரசி விநியோகிக்கப்படுகிறது. கடந்த தீபாவளியில் இருந்துதான் மாதம்தோறும் இலவச அரிசி மட்டும் வழங்கப்பட்டு வருகிறதே தவிர, அத்தியாவசியப் பொருட்கள் எதுவும் வழங்கப்படவில்லை.
தீபாவளிக்கு மட்டும் அத்தியாவசியப் பொருட்கள் வழங்கப்பட்டன. அதேபோல கமிஷன் அடிப்படையில் சம்பளம் பெற்றுவரும் ரேஷன் கடை ஊழியர்களுக்கு 5 ஆண்டுகளாக சம்பளம் வழங்கப்படவில்லை என்பதும் கூடுதல் தகவல்.!
