"It is inappropriate for a student to behave in a manner that disrespects the Governor during the university convocation ceremony. Guidelines should be established to prevent such incidents," stated the judges of the Madurai Bench of the High Court. A few months ago, at the convocation of Nellai Manonmaniam Sundaranar University, a research student named Jean Rajan from Kanyakumari district received her degree from the Vice-Chancellor instead of the Governor. This incident caused a stir at the time. In this context, Ramkumar Adithan from Thoothukudi filed a petition in the Madurai Bench of the High Court, stating, "The 32nd convocation ceremony of Nellai Manonmaniam Sundaranar University was held on 13.08.2025. At that event, the degree that was to be awarded by Governor R.N. Ravi was refused by Jean Rajan, who instead accepted it through the Vice-Chancellor. According to university law, only the Chancellor, Vice-Chancellor, or in the absence of both, the Governor can confer degrees. Therefore, refusing to receive the degree from the Chancellor is against the law. The Governor of Tamil Nadu, R.N. Ravi, also stated that the student said, 'Why should I accept a degree from a governor who has done nothing for Tamil Nadu?' The degree received from the Vice-Chancellor is invalid. Hence, it should be canceled and ordered accordingly. Furthermore, an interim stay should be imposed on the validity of the student's degree until this case is resolved."
To determine whether this case is suitable for inquiry or not, it had already been listed for inquiry before Judges Jayachandran and K.K. Ramakrishnan. The High Court Madurai Bench judges who heard the case today stated, "It is not appropriate for a student to behave in a manner that insults the Governor during the university convocation ceremony; this can never be accepted. Guidelines should be established on how students should conduct themselves during the convocation ceremony. The dignity of the university must be protected." The judges added, "Guidance must be provided for the younger generations," and ordered, "The petitioner and the university lawyer must submit a reply on whether the Vice-Chancellor has the authority to take action against those who acted in this manner according to the university regulations." இந்த நிலையில் தூத்துக்குடியைச் சேர்ந்த ராம்குமார் ஆதித்தன் என்பவர் உயர் நீதிமன்ற மதுரைக் கிளையில் தாக்கல் செய்திருந்த மனுவில், “நெல்லை மனோன்மணியம் சுந்தரனார் பல்கலைக்கழகத்தின் 32 வது பட்டமளிப்பு விழா கடந்த 13.08.2025 அன்று நடந்தது. அந்த விழாவில் ஆளுநர் ஆர்.என்.ரவி வழங்கவிருந்த பட்டத்தை ஜீன் ராஜன் என்பவர் பெற மறுத்து, துணைவேந்தர் மூலம் பெற்றுக் கொண்டார். பல்கலைக்கழக சட்டப்படி, வேந்தரே பல்கலைக்கழகத் தலைவர், துணைவேந்தர், வேந்தர் இல்லாதபோது மட்டுமே பட்டத்தை வழங்க முடியும். எனவே வேந்தரிடம் பட்டம் பெற மறுத்தது சட்டமீறல்.
அதுமட்டுமன்றி, ‘தமிழ்நாட்டிற்கு ஒன்றும் செய்யாத ஆளுநரிடம் நான் ஏன் பட்டம் வாங்க வேண்டும்’ என அந்த மாணவி கூறி இருக்கிறார். துணைவேந்தரிடம் இருந்து பெற்ற பட்டம் செல்லத்தக்கது அல்ல. எனவே, அதனை ரத்து செய்து உத்தரவிட வேண்டும். மேலும், இந்த வழக்கு முடியும் வரை மாணவியின் பட்டம் செல்லுபடியாகும் தன்மைக்கு இடைக்கால தடை விதிக்க வேண்டும்” எனக் கூறியிருந்தார்.
இந்த வழக்கு விசாரணைக்கு உகந்ததா? இல்லையா? என்பதற்காக நீதிபதிகள் ஜெயச்சந்திரன், கே.கே ராமகிருஷ்ணன் அமர்வில் ஏற்கெனவே விசாரணைக்காக பட்டியலிடப்பட்டிருந்தது.
இன்று வழக்கை விசாரித்த நீதிபதிகள், “பல்கலைக்கழக பட்டமளிப்பு விழாவில், ஆளுந்ரை அவமதிக்கும் வகையில் மாணவி நடந்து கொண்டது ஏற்புடையதல்ல, இதை ஒருபோதும் ஏற்றுக்கொள்ள முடியாது. பட்டமளிப்பு விழாவின்போது மாணவர்கள் எப்படி நடந்து கொள்ள வேண்டும் என்பது குறித்து வழிகாட்டு நெறிமுறைகளை உருவாக்க வேண்டும். பல்கலைக்கழகத்தின் மாண்பைக் காக்க வேண்டும், இளைய தலைமுறைகளுக்கு உரிய வழிகாட்ட வேண்டும்” என்று தெரிவித்த நீதிபதிகள், “பல்கலைக்கழக விதியில் இது போன்று செயல்பட்டவர்களுக்கு துணைவேந்தர் நடவடிக்கை எடுக்க அதிகாரம் உள்ளதா என மனுதாரரும், பல்கலைக்கழக வழக்கறிஞரும் பதில் மனு அளிக்க வேண்டும்” என உத்தரவிட்டு, வழக்கு விசாரணையை டிசம்பர் 18 ஆம் தேதிக்கு ஒத்திவைத்து நீதிபதிகள் உத்தரவிட்டனர்.
