A letter was sent to the Tamil Nadu DGP on behalf of the enforcement department, instructing to register a case regarding the bribery in appointments in the Tamil Nadu municipal administration and the irregularities in tender allocation. Based on this letter, AIADMK MPs Inbathurai and Adhinarayanan filed cases in the High Court seeking orders to register the case. These cases were heard by Chief Justice M.M. Srivastava and Justice G. Arulmurugan. The High Court noted that evidence collected in another case had been sent to the DGP.
It was stated by the enforcement department that "based on these, an order should be given to register a case." The Tamil Nadu government side stated, "The enforcement department's letter has been sent to the government, and the Anti-Corruption Department officials have been ordered to investigate." The judges who examined this case said, "Since there is prima facie evidence in the documents provided by the enforcement department regarding the municipal administration department's appointment irregularities and tender irregularities, they have ordered the Anti-Corruption Department to register a case based on that. As the enforcement department has submitted sufficient evidence, there is no need to conduct a preliminary inquiry."
The judges ordered that since there is sufficient evidence in the letters provided by the enforcement department, a case should be registered, investigated, and legal action taken accordingly. They dismissed the case filed by Adhinarayanan and issued the order.

இந்த கடிதத்தின் அடிப்படையில் வழக்குப்பதிவு செய்ய உத்தரவிட வேண்டும் என அதிமுக எம்.பி. இன்பதுரை மற்றும், ஆதிநாராயணன் ஆகியோர் உயர் நீதிமன்றத்தில் வழக்குகள் தாக்கல் செய்திருந்தனர்.
இந்த வழக்குகளை தலைமை நீதிபதி எம்.எம்.ஸ்ரீவஸ்தவா மற்றும் நீதிபதி ஜி.அருள்முருகன் அமர்வு விசாரித்தது.
`வேறொரு வழக்கு விசாரணையில் சேகரிக்கப்பட்ட ஆதாரங்களை டிஜிபி-க்கு அனுப்பி வைத்துள்ளதாகவும், அவற்றின் அடிப்படையில் வழக்குப்பதிவு செய்ய உத்தரவிட வேண்டும்’ என அமலாக்கத் துறை தரப்பில் தெரிவிக்கப்பட்டது.
தமிழக அரசுத்தரப்பில், `அமலாக்கத் துறையின் கடிதம் அரசுக்கு அனுப்பி வைக்கப்பட்டு, லஞ்ச ஒழிப்புத் துறையினர் விசாரணைக்கு உத்தரவிடப்பட்டுள்ளதாக’ தெரிவிக்கப்பட்டது.
இந்த வழக்கை விசாரித்த நீதிபதிகள்,
“நகராட்சி நிர்வாக துறை நியமன முறைகேடு, டெண்டர் முறைகேடு தொடர்பாக அமலாக்கத் துறை வழங்கிய ஆதாரங்களில் முகாந்திரம் உள்ளது என்பதால், அதன் அடிப்படையில் வழக்குப்பதிவு செய்ய லஞ்ச ஒழிப்பு துறைக்கு உத்தரவிட்டுள்ளனர்.
அமலாக்க துறை போதுமான ஆதாரங்களை சமர்ப்பித்துள்ளதால், ஆரம்பகட்ட விசாரணை நடத்த தேவையில்லை. அமலாக்க துறை அளித்த கடிதங்களில் போதுமான ஆதாரங்கள் உள்ளதால் வழக்குப்பதிவு செய்து விசாரித்து சட்டப்படி நடவடிக்கை எடுக்க வேண்டும்’ என உத்தரவிட்ட நீதிபதிகள், ஆதிநாராயணன் என்பவர் தாக்கல் செய்த வழக்கை தள்ளுபடி செய்து உத்தரவிட்டனர்.
