Seed Bill… Indian Farmers in Chains… Multinational Companies in the Bloodline! It is very important to regulate the Indian seed market, which circulates approximately fifty thousand crore rupees annually. There is no disagreement that fake seeds and seed companies making profits through unfair pricing must be stopped. However, there are many unanswered questions, such as whether this will affect farmers’ traditional seed rights or whether it will prohibit farmers from exchanging seeds among themselves as usual. Because of this, many, including farmers and traditional seed practitioners, oppose this bill. “If farmers who buy poor-quality seeds are affected, they will be forced to fight legal battles in court. Shouldn’t the bill also include provisions on who will compensate the farmers for their losses? The bill states that seed field trials can be conducted anywhere and must be permitted. All these features seem to be favorable to multinational seed companies but harmful to Indian farmers,” they say. “Not only that… agriculture is a state subject. Yet, the seed bill is being introduced without consulting the state governments. Many state governments oppose genetically modified seeds, so will the central government act without consulting the states?” they question. நடப்பு நாடாளுமன்ற குளிர்காலக் கூட்டத் தொடரில், ‘விதை மசோதா- 2025’ தாக்கல் செய்யப்பட உள்ளதாகச் செய்திகள் வெளியாகியுள்ளன.
‘போலி மற்றும் தரமற்ற விதைகளை விற்பனை செய்தால் அபராதம், தவறினால் சிறைத்தண்டனை, வணிக ரீதியில் விற்பனை செய்யப்படும் அனைத்து விதைகளும் கட்டாயம் பதிவு செய்யப்பட வேண்டும், விதை குறித்த அத்தனை தகவல்களையும் உள்ளடக்கிய க்யூஆர் கோடை விதை பாக்கெட்டின் மீது வைக்க வேண்டும், தரச்சான்றிதழ் பெற்ற விதைகளாக இருக்க வேண்டும்’ எனப் பல வரையறைகள் மசோதாவில் இடம்பெற்றுள்ளன.
ஆண்டுக்கு சுமார் ஐம்பதாயிரம் கோடி ரூபாய் புழங்கும் இந்திய விதைச் சந்தையை ஒழுங்குபடுத்துவது மிகமிக அவசியம். போலி விதை, அநியாய விலை என லாபம் பார்க்கும் விதை நிறுவனங்களுக்கு முடிவு கட்ட வேண்டும் என்பதில் மாற்றுக்கருத்தில்லை. இதனால், விவசாயிகளின் பாரம்பர்ய விதை உரிமைக்குப் பாதிப்பு ஏற்படுமா, வழக்கம்போல விவசாயிகள் ஒருவருக்கொருவர் விதைகளைப் பரிமாறிக்கொள்வதற்குத் தடை வருமா உள்ளிட்ட பல கேள்விகளுக்கு, பதில் இல்லை. இதனால்தான், விவசாயிகள், பாரம்பர்ய விதைச் செயற்பாட்டாளர்கள் உள்பட பலரும் இந்த மசோதாவை எதிர்க்கிறார்கள்.
‘‘தரமற்ற விதைகளை வாங்கும் விவசாயிகள் பாதிக்கப்பட்டால், நீதிமன்றத்தில் வழக்குப் போட்டுப் போராட வேண்டிய சூழல்தான் இருக்கிறது. விவசாயிக்கான இழப்பீட்டை யார் கொடுப்பார்கள் என்பதையும் மசோதாவில் சேர்த்திருக்க வேண்டுமல்லவா?
விதையின் களப் பரிசோதனையை எங்கே செய்திருந்தாலும் அதற்கு அனுமதிக்கலாம் என்று மசோதா சொல்கிறது. இந்த அம்சங்கள் எல்லாம் பன்னாட்டு விதை நிறுவனங்களுக்குச் சாதகமாக இருக்குமே ஒழிய, இந்திய விவசாயிகளுக்குப் பாதகத்தையே ஏற்படுத்தும்’’ என்கிறார்கள்.
“அதுமட்டுமல்ல… வேளாண்மை, மாநில பட்டியலில் இருக்கிறது. ஆனால், மாநில அரசுகளை கலந்தாலோசிக்காமலே விதை மசோதா கொண்டு வரப்படுகிறது. மரபணு மாற்று விதைகளைப் பல மாநில அரசுகள் எதிர்த்து வரும் நிலையில், அதிலும் மாநில அரசுகளை கலந்தாலோசிக்காமலேயே மத்திய அரசு செயல்படுமா?’’ என்றும் கேள்வி எழுப்புகிறார்கள்.
விதை மசோதா குறித்து விவசாயிகள் உள்ளிட்டோர் முன்வைக்கும் கேள்விகளுக்கு மத்திய அரசு இதுவரை எந்தப் பதிலும் தெரிவிக்கவில்லை. ஆகக்கூடி, ‘விதைதான் விவசாயிகளின் பேராயுதம்’. அந்த ஆயுதத்தை உடைக்கும் வேலையை கையில் எடுத்திருக்கிறது மத்திய அரசு.
‘சுதேசி பொருள்கள் பயன்பாடு, இயற்கை விவசாயம்’ என்று மேடைகளில் முழங்குகிறார் மோடி. ஆனால், அதற்கு எதிரான விஷயங்களையே சட்டமாக்க முனைவது, பன்னாட்டு கம்பெனிகளுக்குக் கதவுகளைத் திறந்து வைப்பது என்பதே யதார்த்தமாக இருக்கிறது.
இதெல்லாம் இந்திய விவசாயத்துக்கு எதிர்காலத்தில் இன்னும் இன்னும் பேராபத்துகளையே கொண்டு வரும் என்பதை பிரதமர் மோடி உணரவேண்டும்!
