Teacher election celebration! A celebration that comes once every five years! To know how many times it has occurred in seventy-five years, one must look at history. How many elections have there been, including central, state, and local body elections? But is this really democracy? Is this governance just a facade? To be honest, many people do not even understand how this governance works!
I think this was the election before the last union election! In Coimbatore, all the contestants were seated on a single stage, and everyone was asking questions. Today’s Vice President, Mr. C. B. Radhakrishnan, was also on that stage. One question about the election was, “Why haven’t jobs been assigned to the members of the legislature? What are their duties? Why is this not mentioned anywhere?” None of the people on the stage gave a correct answer! The answer given by CBR was correct. However, because he did not say it authoritatively, that answer was not accepted at the time. Even the candidates for the legislature did not understand what their responsibilities were! How will the public understand?
Another incident! One day at our house, I was looking at the drinking water that comes with the Bible. Black sewage water is mixing in! The municipal administration is lamenting that things have gone so wrong, and I am appealing to them! Even after a day, the situation has not improved. They have not stopped the sewage-mixed water. I was very upset and called my journalist friends to tell them about this issue. Those who came took photos of the contaminated water and left. The next day, this news appeared in The Hindu and The Times newspapers!

தேர்தல் கொண்டாட்டம்! ஐந்து ஆண்டுகளுக்கு ஒருமுறை வரும் கொண்டாட்டம்!
எழுபத்தைந்து ஆண்டுகளில் எத்தனை முறை வந்தது என்பதை வரலாற்றை பார்த்துதான் தெரிந்து கொள்ள வேண்டும். மத்திய மாநில மற்றும் உள்ளாட்சி தேர்தல்கள் என எத்தனை தேர்தல்கள்? ஆனால் உண்மையில் இது மக்களாட்சியாகத்தான் இருக்கிறதா? இந்த குடியாட்சி என்பது வெறும் வெளிவேசமா?
உண்மையாக சொல்லப்போனால் பலருக்கும் இந்த குடியாட்சி எப்படி வேலை செய்கிறது என்பதே தெரிவதில்லை!
போன ஒன்றிய தேர்தலுக்கு முந்தைய தேர்தல் என்று நினைக்கிறேன்! கோவையில் எல்லா போட்டியாளர்களையும் சேர்த்து ஒரே மேடையில் அமர வைத்து எல்லோரும் கேள்வி கேட்டுக்கொண்டு இருந்தார்கள். இன்றைய உதவி ஜனாதிபதி திரு சி பி ராதாகிருஷ்ணன் அவர்கள்கூட அந்த மேடையில் இருந்தார்.
ஒரு கேள்வி, ‘நாடாளுமன்ற உறுப்பினர்களுக்கு ஏன் வேலைகள் நிர்ணயிக்கப்படவில்லை? அவர் கடமைகள் என்ன? ஏன் இதை எங்கும் குறிப்பிடவில்லை?’
மேடையில் இருந்த எவரும் சரியான பதிலை சொல்லவில்லை! சிபிஆர் சொன்ன பதில் சரியானதாக இருந்தது. ஆனால் அவர் அதை ஆணித்தரமாக சொல்லாததனால் அன்று அந்த பதில் எடுபடவில்லை.
நாடாளுமன்ற உறுப்பினர்களுக்கான வேட்பாளர்களுக்கே அவர்கள் கடமை என்ன என்பது விளங்கவில்லை! மக்களுக்கு எங்கே விளங்கப்போகிறது.
இன்னொரு நிகழ்ச்சி!
எங்கள் வீட்டில் ஒரு நாள் பைபில் வரும் குடி நீரை பார்க்கிறேன். அது கருப்பாக சாக்கடை நீர் கலந்து வருகிறது! மாநகராட்சி நிர்வாகம் இப்படி சீர் கெட்டு போனதே என்று புலம்பிக் கொண்டே, அவர்களிடம் முறையிடுகிறேன்!
ஒரு நாள் கழிந்தப்பிறகும், நிலைமை சீர் அடையவில்லை. வரும் சாக்கடை கலந்த நீரை அவர்கள் நிறுத்தக்கூடவில்லை. நான் மிகவும் வருத்தப்பட்டு, பத்திரிக்கை நண்பர்களை கூப்பிட்டு, இந்த விவகாரத்தை சொன்னேன். வந்தவர்கள் கலங்கிய தண்ணீரை போட்டோ எடுத்து கொண்டு போனார்கள். அடுத்த நாள் இந்து, டைம்ஸ் பத்திரிக்கைகளில் இந்த செய்தி வந்தது!
ஆறு மணிக்கு பத்திரிக்கை வெளிவந்தது! எழு மணிக்கு எங்கள் ஏரியா கவுன்சிலர் மட்டுமல்ல பக்கத்து வார்டு கவன்சிலர்கூட வந்துவிட்டார், எங்கள் வீட்டுக்கு! எட்டு மணிக்கு லாரியில் தண்ணீர்! எங்களுக்கும் பக்கத்து வீட்டுகாரர்களுக்கும். கவுன்சிலர் செய்தது என்னவோ நல்ல காரியம் தான்.
நான் அவர்களிடம் சொன்னேன்: ‘இது உங்கள் வேலையே இல்லையே! நீங்கள் இங்கே வந்து நிற்பதை பார்க்கும் போது எனக்கு தவறாக படுகிறது’ என்றேன். அதற்கு அவர் இது என்னுடைய வேலைதான் என்றார். இல்லை, இது மாநகராட்சியின் வேலை! உங்கள் வேலை சட்டம் செய்வது. அவர்கள் தங்கள் வேலைகளை செய்ய வைப்பதற்கான சட்டங்களை இயற்றுவது தான் உங்களுடைய வேலை! என்றேன்.
அவர் அதை ஒத்துக்கொள்ளவில்லை!
உண்மை என்னவென்றால், நம் பிரதிநிதிகளுக்கே அவர்கள் வேலை என்னவென்பது தெரிவதில்லை! நமக்கோ, இந்த ஜனநாயகத்தில் நம் வேலை என்ன என்பது குறித்து சுத்தமாக எதுவுமே தெரியவில்லை! நானும் பலரிடம் கேட்டு பார்த்துவிட்டேன். படித்தவர்களுக்கும் தெரியவில்லை! பாமரர்களுக்கு தெரிவதும் இல்லை, புரிவதும் இல்லை!
நாம் செய்யும் இந்த தவறு தான், இந்த நாட்டை வளரவிடாமல், தறிகெட்டு ஓட செய்திருக்கிறது. அப்படி என்ன தவறு செய்கிறோம்? ரத்தின சுருக்கமாக சொல்ல முடியுமா என்று பார்க்கிறேன்!
நம் நாடு ஒரு பிரதிநிதித்துவ ஜனநாயகம் ஆகும்! அப்படியென்றால் என்ன? 140 கோடி மக்கள் ஒன்று கூடி ஒவ்வொரு முடிவையும் எடுக்க முடியாது என்பதால், ஒவ்வொரு 25 லட்சம் மக்களுக்கும் ஒரு பிரதிநிதி மக்களவையிலும், ஒவ்வொரு மூன்றரை லட்சம் மக்களுக்கு ஒரு பிரதிநிதி சட்ட சபையிலும் அமர்ந்து சட்டங்களை இயற்றுகிறார்கள், முடிவுகள் எடுக்கிறார்கள்.
நீங்கள் அனுப்பும் பிரதிநிதி உங்கள் எண்ணங்களை பிரிதிபலிப்பவராக இருக்க வேண்டும். மேலே இருக்கும் ஒரு தலைவரின் எண்ணங்களை பிரதிபலிப்பவராக அவர் இருந்தால், நீங்கள் சரியான ஆளை தேர்ந்து எடுக்கவில்லை என்று பொருள். ஒரு கட்சியின் கொள்கையை மட்டுமே அவர் பிரதிபலித்தாலும், நீங்கள் உங்கள் பிரதிநிதியை அங்கே அனுப்பவில்லை, கட்சி பிரதி நிதியை அனுப்பி இருக்கிறீர்கள்! உங்களுக்கு அவர் என்ன செய்துவிடப் போகிறார்?
நாம் என்ன செய்கிறோம் என்றால், முதல்வர் யாராக இருக்க வேண்டும்? இல்லை பிரதமர் யாராக இருக்க வேண்டும் என்று யோசித்து நாம் வோட்டு போடுகிறோம்! அது தான் நாம் செய்யும் மிக பெரிய தவறு.
பிரதமரையோ முதல்வரையோ தேர்ந்து எடுப்பது நம் வேலையே அல்ல! நம் வேலை நம் பிரதி நிதியை தேர்ந்து எடுப்பது மட்டுமே. நம் பிரதி நிதி நாம் சொல்லுவதை கேட்பாரா? நம் எண்ணங்களை எடுத்துச் சென்று சட்ட சபையிலும் பாராளுமன்றத்திலும் பேசுவாரா? இது தான் முக்கியம். தலைவருக்கும் கட்சிக்கும் பயந்து மக்கள் எண்ணங்களை பிரதிபலிக்க தவறுபவராக இருக்கக் கூடாது! நாம் நல்ல வேட்பாளர்களை தேர்ந்து எடுத்து அனுப்பினால், அவர்கள் நல்ல முதல்வரையும் நல்ல பிரதமரையும் தேர்ந்து எடுப்பார்கள்! மாறாக நாம் பிரதமருக்காக அல்லது முதல்வருக்காக என்று ஓட்டு போடும் போது, நீங்கள் உங்கள் பிரதி நிதிக்கு பதிலாக, பிரதமரின் பிரதி நிதியையோ கட்சியின் பிரதி நிதியையோ அனுப்புகிறீர்கள்! பிறகு அவர் எப்படி உங்களுக்காக வேலை செய்வார்?
இந்த பிரதிநிதித்துவ ஜன நாயகம், அந்த கனமே தோற்றுப்போய் விடுகிறது!
இந்த நாட்டை வளரவிடாமல் செய்வது அரசியல்வாதியோ, அரசு பணியாளரோ அல்ல! இந்த ஜன நாயக்த்தை கெடுத்துக் கொண்டு இருப்பது, மக்களாகிய நாம் தான்! அதேப் போல், இந்த ஜன நாயகத்தை வாழ வைக்கும் சக்தி படைத்த ஒரே இனமும் நாம் தான்!
