"The deep-sea fishing ban period is over. Now, somehow or other, we have to go to sea and run our boat. But unlike before, we can’t work peacefully now," says mechanized boat fisherman Sathiyamurthy from Kottaipattinam in Pudukkottai district with a sigh.
Though his words carry the worry of the two-month shutdown, debts, and the shadow of poverty, his eyes shine with anticipation for a new fishing season.
60-day 'lockdown' ends:
Every year, from midnight on April 14 until midnight on June 14, the central and state governments usually impose a ban on mechanized boats going out to sea to fish, for 60 days, to allow fish to breed. This year’s ban period comes to an end today (June 14).
As the fishing ban comes to an end, a great deal of excitement has spread across the mechanized boat fishing harbors in the major coastal villages of Pudukkottai district—Kattumavadi, Kottaipattinam, and Jegathapattinam.
At the fishing harbor there, more than 450 mechanized boats have been lined up and tied, ready to head out to sea. On one side, the boats are being filled with diesel, and tons of ice blocks are being loaded to prevent the fish from spoiling; on the other, torn nets are being stitched and checked. The fishermen have been busy with a flurry of activity.
For each fishing boat, 4 to 5 people, and in this district alone, around 2,000 to 3,000 fishermen are waiting to go directly out to sea.
These fishing boats, which set out into the sea at midnight today (Sunday), will stay in the deep sea, catch fish, and return to shore only on Tuesday.
Life during these 60 days of the fishing ban is not easy for fishermen. We spoke at length with fisherman Sathiyamoorthy, who said that even to manage daily life, they have to wage a major struggle against poverty.
"The election brought an 'advance' relief; but what happened to the promise?"
"During the fishing ban period, we suffer completely in poverty. Family expenses, food, children’s education—everything comes to a standstill. The relief amount usually given by the government was increased from Rs. 6,000 to Rs. 8,000 under the DMK government.
However, Vijay’s TVK government had said in its election promise that it would provide Rs. 20,000 as ban-period relief for fishermen. But no official has spoken about it yet.
Because elections came this year, the previous DMK government credited our relief amount for the fishing ban period into our account in advance. Not only that, they also gave the amount for persons with disabilities before the election, so we somehow managed to get through these two months by borrowing money here and there," he says with some relief.
"Rising diesel prices... middlemen taking commissions; fishermen’s anguish!
"Although the relief provided by the government is one thing, by the end of the fishing ban period, fishermen need a large amount of money in the tens of thousands for expenses such as repairing boats, engine work, and buying nets.
For this, we are now setting out to sea only after borrowing money from many people. More than anything else, the biggest blow that falls on our heads is the rise in diesel prices."
"Our transportation costs have become very high. Diesel prices are rising day by day at rocket speed. We do not know the current status of how much diesel subsidy is being given for boats right now.
Only after the boats go out to sea and return after June 15 will we know what the subsidized price situation is. We risk our lives, work hard day and night, go into the deep sea, and bring back fish. But we do not get a price that matches our labor.
Outside, in the open market, a kilo of fish is sold for 500 rupees, 600 rupees. But from us, middlemen take it away at auction for a very low price. The situation is such that whatever price they set becomes the price. We do not get the proper profit for the fish we struggle to catch.
There is only one permanent solution to this price and livelihood problem. The government itself should step directly into the field and purchase fish from the fishermen. If the government sets a fixed, stable price and buys directly, the commission hassles of the middlemen in between will be eliminated; we too will get a fair price directly, without any obstacles," he said angrily.
Although many challenges chase them—worries, suffocating debts, and ever-rising diesel prices—once they go out to sea, their world changes.
These coastal people have hoisted the national flag on their boats, finished their evening prayers, and are now ready to set off toward the deep sea.
With the single belief that "If you trust the shore, you’ll be disappointed... if you trust the sea, it will never abandon you," the fishermen from the coastal villages of Pudukkottai district are waiting to head out toward the waves...

அவரது பேச்சில் இரண்டு மாத கால முடக்கத்தின் கவலையும், கடன்களும், வறுமையின் சாயலும் இருந்தாலும், கண்களில் ஒரு புதிய மீன்பிடி சீசனுக்கான எதிர்பார்ப்பு ஒளிர்கிறது.
60 நாள் ‘லாக்டவுன்’ நிறைவு:
ஒவ்வொரு ஆண்டும் ஏப்ரல் 14-ஆம் தேதி நள்ளிரவு முதல் ஜூன் 14-ஆம் தேதி நள்ளிரவு வரை, 60 நாட்களுக்குக் கடலில் மீன் இனப்பெருக்கத்திற்காக விசைப்படகுகள் மீன் பிடிக்கச் செல்ல மத்திய, மாநில அரசுகள் தடை விதிப்பது வழக்கம். அந்த வகையில் இந்த ஆண்டுக்கான தடைக்காலம் இன்றுடன் (ஜூன் 14) முடிவுக்கு வருகிறது.
மீன்பிடி தடைக்காலம் முடிவடைவதையொட்டி புதுக்கோட்டை மாவட்டத்தின் முக்கிய கடற்கரை கிராமங்களான கட்டுமாவடி, கோட்டைப்பட்டினம் மற்றும் ஜெகதாப்பட்டினம் ஆகிய பகுதிகளில் உள்ள விசைப்படகு மீன்பிடி தளங்களில் ஒரு பெரிய பரபரப்பு தொற்றிக்கொண்டிருக்கிறது.

ஒரு விசைப்படகிற்கு 4 முதல் 5 பேர் வீதம், இந்த ஒரு மாவட்டத்திலேயே சுமார் 2,000 முதல் 3,000 மீனவர்கள் நேரடியாக கடலுக்குள் செல்லக் காத்திருக்கிறார்கள்.
இன்று (ஞாயிற்றுக்கிழமை ) நள்ளிரவு கடலுக்குள் பாயும் இந்த விசைப்படகுகள், ஆழ்கடலில் தங்கி மீன் பிடித்துவிட்டு செவ்வாய்க்கிழமைதான் கரை திரும்பும்.
இந்த 60 நாட்கள் தடைக்கால வாழ்க்கை மீனவர்களுக்கு அத்தனை எளிதானது அல்ல. அன்றாட வாழ்க்கையை ஓட்டுவதற்கே வறுமையோடு பெரும் போராட்டம் நடத்த வேண்டியிருக்கிறது என்ற மீனவர் சத்தியமூர்த்தியிடம் விரிவாகப் பேசினோம்.
“தேர்தல் தந்த ‘அட்வான்ஸ்’ நிவாரணம்; ஆனால், வாக்குறுதி என்னாச்சு?”
“தடைக்காலத்துல நாங்க முழுசா வறுமையிலதான் தவிப்போம். குடும்பச் செலவு, சாப்பாடு, பிள்ளைகள் படிப்புனு எல்லாமே முடங்கிடும். வழக்கமா அரசாங்கம் தர்ற நிவாரணத் தொகை ரூ.6,000-லிருந்து, திமுக அரசாங்கத்துல ரூ.8,000 ஆக உயர்த்திக் கொடுத்தாங்க.
ஆனால், விஜய்யோட தவெக அரசு தேர்தல் வாக்குறுதியா மீனவர்களுக்குத் தடைக்கால நிவாரணமாக ரூ.20 ஆயிரம் தர்றதா சொல்லியிருந்தாங்க. ஆனால் அதைப் பத்தி அதிகாரிகள் யாரும் இன்னும் வாயைத் திறக்கலை.

“அரசு கொடுத்த நிவாரணம் ஒருபுறம் இருந்தாலும், தடைக்காலத்தின் முடிவில் படகுகளைப் பழுதுபார்க்கும் செலவு, எஞ்சின் வேலை, வலைகள் வாங்குவது எனப் பல்லாயிரக்கணக்கில் மீனவர்களுக்குப் பெரிய அளவில் தொகை தேவைப்படுகிறது.
இதற்காகப் பலரிடம் கடன் வாங்கித்தான் இப்போது கடலுக்குக் கிளம்புகிறோம். எல்லாவற்றையும் விடப் பெரிய இடியாக எங்களின் தலையில் விழுவது டீசல் விலையேற்றம்தான்.
எங்களுக்குப் போக்குவரத்து செலவு ரொம்ப அதிகமாயிடுச்சு. டீசல் விலை நாளுக்கு நாள் ராக்கெட் வேகத்துல ஏறிக்கிட்டே போகுது. படகுகளுக்கான டீசல் மானியம் இப்போதைக்கு எவ்வளவு தர்றாங்கங்கிற நிலவரம் தெரியல.
ஜூன் 15-ஆம் தேதிக்கு மேல படகுகள் கடலுக்குப் போயிட்டு வந்த பிறகுதான் மானியத்தோட விலை நிலவரம் என்னன்னு தெரியவரும். நாங்க உயிரைப் பணயம் வச்சு, இரவு பகலா கஷ்டப்பட்டு ஆழ்கடலுக்குப் போய் மீன் பிடிச்சிட்டு வர்றோம். ஆனா, எங்க உழைப்புக்கேத்த விலை எங்களுக்குக் கிடைக்கிறது இல்லை.
வெளியூர்ல, வெளி மார்க்கெட்ல ஒரு கிலோ மீன் 500 ரூபாய், 600 ரூபாய்னு விக்கிறாங்க. ஆனால், எங்ககிட்ட ரொம்பக் கம்மியான விலைக்குத்தான் இடைத்தரகர்கள் ஏலம் எடுத்துட்டுப் போறாங்க. அவங்க வைக்கிறதுதான் விலைங்கிற நிலைமை இருக்கு. நாங்க கஷ்டப்பட்டுப் பிடிக்கிற மீனுக்கு எங்களுக்கு உரிய லாபம் கிடைக்கிறது இல்லை.
இந்த விலைவாசி மற்றும் வாழ்வாதாரப் பிரச்னைக்கு ஒரே ஒரு நிரந்தரத் தீர்வுதான் இருக்கு. அரசாங்கமே நேரடியாகக் களத்துல இறங்கி மீனவர்கள்கிட்ட இருந்து மீன்களைக் கொள்முதல் செய்யணும். அரசு ஒரு நிலையான நிரந்தர விலையை நிர்ணயம் செஞ்சு நேரடியா வாங்குனா, நடுவுல இருக்குற இடைத்தரகர்களின் கமிஷன் தொல்லை ஒழியும்; எங்களுக்கும் நியாயமான விலை தடையின்றி நேரடியாகக் கிடைக்கும்,” என்று வெடித்தார்.
கவலைகள், கழுத்தை நெரிக்கும் கடன்கள், ஏறிக்கொண்டே போகும் டீசல் விலை எனப் பல சவால்கள் இவர்களைத் துரத்தினாலும், கடலுக்குள் சென்றுவிட்டால் இவர்களின் உலகம் மாறிவிடுகிறது.
படகுகளில் தேசியக் கொடியை ஏற்றி, மாலை நேர வழிபாடுகளை முடித்துவிட்டு, ஆழ்கடலை நோக்கிப் பாயத் தயாராகிவிட்டார்கள் இந்தக் கடலோரக் குடிகள்.
“கரையை நம்பினால்தான் ஏமாற்றம்… கடலை நம்பினால் அது ஒருபோதும் கைவிடாது” என்ற ஒற்றை நம்பிக்கையோடு அலைகளை நோக்கிக் கிளம்பக் காத்திருக்கிறார்கள் புதுக்கோட்டை மாவட்ட கடற்கரையோரக் கிராம மீனவர்கள்…
