Navalpattu Viji, MLA of Thuvakudi Thiruverumbur constituency, stated that dumping garbage into a rock pit about 1700 feet deep near Thuvakudi to remove the accumulated waste in the Ariamangalam area of Tiruchi would cause no harm. For this, a contract worth 40 crore rupees has been awarded with a two-year time frame. The contractor is tasked with shifting the waste,The rule is that plastic waste and soil must be separated and removed. Even though contracts have been given, no significant progress has been made so far. Previously, 450 million rupees were allocated to remove the same waste, but none of the work was done, and the money was wasted. After that, another 250 million rupees were allocated, which also ended in failure. Now, again, 400 million rupees have been allocated under the name of a contract. Each time, funds are allocated to remove the waste, but the people's money is disappearing without a trace, ending up in someone's hands. He also stated that dumping the waste directly into quarries without recycling would not have any environmental impact. This is a completely unscientific and incorrect claim. The idea and practice of converting quarries into landfills is not new to Tamil Nadu.To understand the magnitude of this, it is useful to learn about the consequences of the negligence shown by the Tiruppur Municipal Corporation in waste management. The friends of Poovulagam, Tiruppur Municipal Corporation, have been dumping their solid waste in nearby villages including Muthalipalayam for several decades. தற்போதைய நிலவரப்படி, அரிமங்கலம் குப்பைக்கிடங்கில் சுமார் 7 லட்சம் மெட்ரிக் டன் குப்பைகள் தேங்கிக் கிடக்கின்றன. மாநகராட்சியிலிருந்து தினமும் இங்கு கொண்டு வரப்படும் குப்பையின் அளவு 850 டன் ஆகும். ஆனால், இங்குள்ள மறுசுழற்சி மையத்தின் ஒட்டுமொத்த கொள்ளளவே 1,000 டன் மட்டும்தான். இதனால், தினமும் வரும் புதிய குப்பைகளைத் தவிர்த்துவிட்டுப் பார்த்தால், ஏற்கனவே பல ஆண்டுகளாகத் தேங்கிக் கிடக்கும் பழைய குப்பைகள் அப்படியேதான் இருக்கின்றன. இதற்காக 40 கோடி ரூபாய் மதிப்பில் இரண்டு ஆண்டுகள் கால அவகாசத்துடன் ஒரு ஒப்பந்தம் போடப்பட்டுள்ளது. அந்த ஒப்பந்தக்காரர் குப்பைகளைச் சலித்து, பிளாஸ்டிக் கழிவுகள் மற்றும் மண்ணைப் பிரித்து வெளியே எடுத்துச் செல்ல வேண்டும் என்பதுதான் விதிமுறை.
ஒப்பந்தம் கொடுக்கப்பட்டும்கூட இதுவரை பெரிய அளவில் எந்த முன்னேற்றமும் ஏற்படவில்லை. ஏற்கனவே, இதே குப்பைகளை அகற்ற 45 கோடி ரூபாய் நிதி ஒதுக்கப்பட்டு, அதில் எந்தப் பணியும் நடக்காமல் வீணானது. அதற்குப் பிறகு மீண்டும் 25 கோடி ரூபாய் ஒதுக்கப்பட்டது, அதுவும் தோல்வியில் முடிந்தது. இப்போது மீண்டும் ஒப்பந்தம் என்ற பெயரில் 40 கோடி ரூபாய் நிதி ஒதுக்கியுள்ளனர். இப்படி ஒவ்வொரு முறையும் குப்பையை அகற்ற நிதி ஒதுக்கி ஒதுக்கி, அந்த மக்கள் பணம் கண்ணுக்குத் தெரியாமல் யாருடைய கைகளுக்கோ போய்க்கொண்டே இருக்கிறது.
இப்பிரச்னைக்கு ஒரே மற்றும் நிரந்தரத் தீர்வு, இந்த 7 லட்சம் டன் குப்பைகளையும் இங்கிருந்து முழுமையாக அகற்றுவது மட்டும்தான். இதற்காக, வாழவந்தான்கோட்டைப் பகுதியில் உள்ள பழைய குவாரிகளில் கிட்டத்தட்ட 1200 அடி ஆழம், மற்றும் சில இடங்களில் 200 முதல் 300 அடி ஆழமுள்ள மிகப்பெரிய பள்ளங்கள் இருக்கின்றன. இந்தக் குப்பைகளை அங்குக் கொண்டு போய் கொட்டுவதுதான் மிகச் சிறந்த தீர்வு.

சுற்றுச்சூழல் ஆர்வலர்களுக்கு நான் கூற விரும்புவது என்னவென்றால், மக்கள் நெருக்கடியாக வாழக்கூடிய பகுதியில் நிலவும் சுகாதாரக் கேட்டை விட, மண்ணுக்கு அடியில் 1000 அடி கீழே போகும் குப்பையால் எந்தப் பெரிய பாதிப்பும் வந்துவிடப் போவதில்லை. சுற்றிலும் பாறைகள் நிறைந்த பகுதி என்பதால், பாறைகளைத் துளைத்துக் கொண்டு நிலத்தடி நீர் பாதிப்பு போன்ற எவ்வித அச்சுறுத்தலும் அங்கு ஏற்படாது.
இந்த மாற்றுத் தீர்வின் மூலம் இரண்டு முக்கிய நன்மைகள் கிடைக்கும். முதலாவதாக, அந்தப் பகுதியில் மனித உயிர்களுக்கோ அல்லது கால்நடைகளுக்கோ எந்தப் பாதிப்பும் ஏற்படாது. இரண்டாவதாக, அரியமங்கலம் பகுதியில் பல ஆண்டுகளாக நீடிக்கும் சுகாதாரக் கேடு நீங்கி, மக்கள் பாதுகாப்பாக வாழ்வார்கள். இதில் எந்த மாற்றுக்கருத்தும் இருக்க முடியாது.
இவ்விவகாரம் தொடர்பாக மாநகராட்சி ஆணையரிடமும், நமது மாவட்ட ஆட்சித் தலைவரிடமும் நான் விரிவாகப் பேசியுள்ளேன். இனிமேலும் இதற்கு நேரத்தைக் கடத்தாமல், உடனடியாக முடிவெடுத்து, காலம் தாழ்த்தாமல் ஒரு இறுதித் தீர்வை எட்ட வேண்டும் என்று வலியுறுத்தியுள்ளேன். இதற்கான உடனடி நடவடிக்கை கண்டிப்பாக எடுக்கப்படும்.” என்றார்.

26.05.2026 அன்று அரியமங்கலம் குப்பைக் கிடங்கை ஆய்வு செய்த சட்டமன்ற உறுப்பினர் நவல்பட்டு விஜி செய்தியாளர்களைச் சந்தித்தபோது நீண்ட நாட்களாகத் தேங்கிக் கிடக்கும் குப்பைகளை மறுசுழற்சி செய்ய ரூ. 40 கோடி மதிப்பீட்டில் பணிகளைத் தொடங்கியும் எவ்வித முன்னேற்றமும் இல்லை எனக் கூறினார். மேலும் இக்குப்பைகளை மறுசுழற்சி செய்யாமல அப்படியே கல்குவாரிகளில் கொட்டினால் சுற்றுச்சூழலுக்கு எவ்விதப் பாதிப்பும் இருக்காது என்றும் தெரிவித்தார். இது முற்றிலும் அறிவியலுக்குப் புறம்பான தவறான கூற்றாகும்.
கல்குவாரிகளைக் குப்பைக் கிடங்காக மாற்றும் யோசனையும் நடைமுறையும் தமிழ்நாட்டிற்குப் புதிதல்ல. இதன் பேரபாயத்தை உணர, திருப்பூர் மாநகராட்சி குப்பை மேலாண்மையில் காட்டிய அலட்சியத்தின் விளைவுகள் குறித்து அறிந்து கொள்வது பயனுள்ளதாக அமையும்.

இதுபோன்ற கடந்த கால தவறுகளிலிருந்து பாடங்களைக் கற்றுப் பாதுகாப்பான மாற்றுகளை நோக்கி நகர்வதே தமிழ்நாட்டைத் தலைநிமிரச் செய்யும். மாநகராட்சித் திடக்கழிவுகள் நெகிழி உள்ளிட்டப் பல்வேறு நச்சுப் பொருட்களை உள்ளடக்கியிருக்கும் சூழலில் அவற்றை எரிப்பதோ அல்லது புதைப்போதோ பெரும் ஆபத்தையே விளைவிக்கும். இதற்கு மாற்றாகக் குப்பை மேலாண்மையில், சரியான – பாதுகாப்பான சில எளிய நடைமுறைத்தீர்வுகளை அரசுக்குப் பரிந்துரைக்கிறோம்.
அரசால் தடை செய்யப்பட்ட நெகிழிக் குப்பைகள் உற்பத்தி செய்யப்படுவதையும் விற்கப்படுவதையும் முழுமையாகத் தடுக்க வேண்டும்.
குப்பைகள் நூறு விழுக்காடு வகைபிரித்துப் பெறப்படுவதை உறுதி செய்ய வேண்டும்.
மட்கும் குப்பைகளை வட்டார அளவில் எருவாக்கும் (அ) அவற்றிலிருந்து எரிவாயு தயாரிக்கும் கட்டமைப்புகளை நிறுவித் திறம்பட செயல்படுத்த வேண்டும்.
பூவுலகின் நண்பர்கள் அமைப்பின் சுந்தரராஜன்
மட்காத கழிவுகளை வகைபிரித்து மறுசுழற்சி செய்யும் கட்டமைப்புகளை வட்டார அளவில் உருவாக்க வேண்டும்.
நெகிழிப் பொருட்களின் உற்பத்தியையும் பயன்பாட்டையும் குறைக்கும் வகையில் அரசு மாற்றுப் பொருட்களின் உற்பத்தி மற்றும் சந்தைப்படுத்தலுக்கு உதவ வேண்டும்.
அரசு, நீண்ட கால அளவில் ‘கழிவில்லா தமிழ்நாடு’ (zero waste) என்ற இலக்கோடு திட்டங்களை வகுக்க வேண்டும். இது மட்டுமே தமிழ்நாட்டின் திடக்கழிவு மேலாண்மை பிரச்னைக்கு நிரந்தரத் தீர்வாக அமைவதோடு சூழல் பாதுகாப்பிற்கும் முன்னுதாரணமாக அமையும்.” என ஆபத்தை எச்சரிப்பதுடன், ஆலோசனையையும் வழங்கியிருக்கிறது.
